ITANAGAR, Apr 8: The State Education Department on Saturday has embarked on an exercise to redeploy teachers to address the shortage and disproportionate distribution of teachers across the state.

The department has resolved to post primary teachers in the average teacher- pupil ratio of 2:60, 3:90, 4:120, and 5:200 for primary level. For upper primary level the ratio would be maintained as 3:100 and PTR of 35:1 above 100 students.

The department in a meeting held today under the chairmanship of Education Minister, Honchun Ngandam has resolved to expedite the process to identify schools that are overstaffed and those that are understaffed as a first step of the process.

The counting of teachers and students is expected to complete in 2-3 days and rationalization process is expected to complete before the next academic session.

Chairing the meeting, Ngandam said that rationalization of transfer and posting will be carried out school wise viewing student’s enrolment and teacher deployment.

During the reviewing process, the schools with shortage of teachers and excess teachers will be identified and based on transfer policy and criteria, adequate teachers will be posted to the concern schools.

Terming the crisis of imbalanced distribution of teachers in the state as “a long accumulated problem”, Ngandam asked the department to meet the challenges and leave no stone unturned in completing the process before beginning of next academic session.

Observing that shortage of teachers in large numbers in rural areas is creating hindrance in development of education in the state, Ngandam opined that larger and better resourced schools can contribute to enhanced learner performance and consequently will contribute significantly to the improvement of the quality of education in rural areas.

During the meeting, completion of Aadhaar enrolment and opening of bank accounts for students and teachers by June 30 next was also emphasized along with discussions on how to revive non-functional schools. In this regard, all DDSEs were asked to complete the task without fail.

The house also dwelt in length on mid-day meal scheme and it was emphasised that its implementation needs complete revamping. The DDSEs were also given presentation on the proposed introduction of smart classrooms in 717 schools of the state from June this year.

Parliamentary secretary, Home & Education, Pani Taram, Secretary Education, Bidol Tayeng, Special Secretary Education, Mitali Namchoom, directors, officials etc were present in the meeting.
