ITANAGAR, Jul 10: Health Secretary P Parthiban on Saturday has clarified that Covid situation in the Itanagar Capital Complex (ICC) is still under control and as such a decision on a complete lockdown as recommended by the DC ICC will be reviewed only after July 18 next.
Earlier on the day, Deputy Commissioner, ICC Talo Potom in a letter to the Chief Secretary sought his approval for imposition of a week-long complete lockdown starting from 5 am of July 12. In the letter the CS was apprised that during a virtual meeting with the MLA, IMC corporators, ZPMs, Health Department, Police, Arunachal Chamber of Commerce, representatives of e-Commerce/ home delivery services, Market Welfare Associations, hawkers, vendors and transport associations, student unions, religious leaders, etc on July 9, most of the stakeholders recommended for a complete lockdown within the ICC jurisdiction.
Referring to the advice of the State Health Task Force (SHTF) to the DC on the proposal for a complete lockdown in the ICC made through a letter dated July 10, the Health Secretary recalled that although the SHTF has observed that positivity rate and bed occupancy ratio have witnessed a slightly upward trend, the threshold limits warranting enhanced containment measures (complete lockdown) in ICC are yet to arrive.
Meanwhile, in view of the present situation, the SHTF has advised the DC to take additional measures w.e.f July 12 (5 am) to July 18 (6 pm) such as identifying Micro Containment Zones where the positivity rate is above 5% and undertake effective containment/surveillance measures in such zones, enforce closure and opening of shops/establishments on either side of the highway from Naharlagun to Hollongi on alternate days, strict enforcement of COVID Appropriate Behaviour among denizens including no entry without masks in shops and establishments and implementing all other directions issued by the Arunachal Disaster Management Authority via notification dated June 30, 2021.
ITANAGAR: Expressing deep concern over the upward trend of Covid graph in Arunachal Pradesh, Governor Brig. (Dr.) B. D. Mishra (Retd.) has called upon all concerned officials and citizens to take necessary precautions against the pandemic.
Sharing his apprehension with State Health Minister Alo Libang, the Governor called for stronger measures and initiatives as recommended by the State Disaster Management Authority (SDMA) and Health Department. Taking note of the higher COVID incidence areas like Capital Complex where approximately 24% of positive cases are being recorded, he suggested the Health Minister to explore innovative methods to reach out to the people for a wider vaccination coverage. Vaccination and COVID Appropriate Behaviour (CAB) are the best hopes for all of us to emerge successfully from the pandemic, the Governor said, while emphasising that District Administrations should be firm with COVID protocol violators. He further stressed on the need for involving the NGOs and other organisations in such efforts. Appreciating the Capital Police for rolling out measures to tame CAB violators in the state capital, the Governor stressed on the need for a state-wide rollout of such drives.
Besides urging the citizens to strictly observe all protocols for protection from coronavirus, the Governor emphasised on the need to increase RT-PCR tests, particularly in containment zones. Not a single person should be left without testing in such containment zones and the concerned officials must focus on the methodology of ‘Test, Track, Treat’, he added.
Commending the state’s frontline workers, including medical teams, police personnel, DAs, Health Department, media and Anganwadi workers, the Governor exhorted the frontline workers to continue with the mission of spreading Covid awareness among people.

ITANAGAR, Jul 10: Arunachal’s Covid situation on Saturday remained as it has been for the last 10 days or more- continuing casualties and recoveries getting outnumbered by new cases.
Casualties
At DCH Chimpu, an 84-yr old male from the ICC expired today due to ARDS and Covid pneumonia. He was suffering from diabetes and was not vaccinated. A 75-yr old male from Anjaw died today at his residence in Khupa, Hayuliang due to ARDS and CVA. His comorbidity record is unknown and he was not vaccinated. After this addition, the state’s Covid casualty tally is now 188.
Recoveries, New Cases, Sample Collection
A total of 478 new cases (asymptomatic 310; symptomatic 168) were recorded from across the state, with ICC surpassing all districts with 131, followed by Lohit (54), West Kameng (48) and East Siang (39). There were a total of 293 new recoveries and the first 5 districts were ICC (81), Upper Subansiri (32) and LDV, Changlang and Lohit (20 each). The state’s active caseload has increased to 3741 and total recoveries has reached 35634. Of the 5818 samples collected, a record 1539 were from the ICC.
Vaccination
With 6443 beneficiaries taking their 1st dose, the coverage percentage for the '18 years and above' age category has now reached 72 and 2896 also received their 2nd shots (19% coverage till date).
Occupancy status
Till 8 pm on July 10, it was 40 at DCH Chimpu, 45 at SQF Lekhi, 3 at DCHC Midpu, 10 at DCH Pasighat and 25 at DCHC.
