ITANAGAR, Apr 17: Deputy Chief Minister Chowna Mein attended the workshop on National Pension System (NPS) and interacted with the officers of Accounts and Treasuries Department at Dorjee Khandu Convention Centre here on Tuesday. The program was organized by the Directorate of Accounts and Treasuries in collaboration with the Pension Fund Regulatory and Development Authority and the National Securities Depository Limited. 

Addressing the officers, Mein emphasised that financial discipline at all levels should be maintained for the overall development of the state.

“You are the catalyst for enforcement of discipline and orders of finance department”, said Mein and called on them to put in their best effort and work with commitment. He stated that it is they who have a crucial role in the enforcement of financial discipline and overall financial management in the State.

 

He said that during NEFA period when the entire financial requirement was supported by central government there as effective work culture and discipline in the working departments making efficient and speedy deliverance of quality works. But today, the work culture among the employees is diminishing day by day which we have to revive and take up the responsibility more responsively.

‘For the overall development of our state, we must all work with the spirit of Team Arunachal for the welfare of departments, government and general masses of the state,’ said Mein.

Mein urged the officers to adapt to the emerging challenges in this age of technology and acquire knowledge of the working system and guidelines of the department. He also called upon them to work in a transparent manner.

He informed that many financial reforms and fiscal reforms has come up in national level like the introduction of Public Financial & Management System (PFMS), government e-market place, E-kuber, Direct Benefit Transfer (DBT) etc. He termed the Goods & Service Tax as the greatest universal financial reform to be introduced by the government and also added that demonetization and cashless transaction has brought transparency in the country. 

State government has initiated several reforms in the state, one of the major restructuring processes was to functionalise the two Divisional Commissioner's office and shift the zonal office of the work departments to their respective headquarters, Mein informed.

He mooted for conducting similar workshop on regular basis in collaboration with National Institute of Financial Management, Institute of Government Accounts and Finance, NSDL, PFRDA, RBI that are spearheading most of the reforms at the district level and also cluster for field level officers. He also suggested for introducing a vendor system in the state.

He asked the Finance department to gear up and work in tandem with other departments like Planning & Investment and Accountant General for proper financial management system in the State.

On the 3-points memorandum and timely conduct of DPC raised by the Arunachal Pradesh Finance & Accounts Service Association on the occasion, DCM assured to take up the matter. He further said that to meet up manpower requirements in the newly created districts, we need to create posts of FAO & Treasury offices with the creation of new district.

Director, Audit & Pension,  Md A Basit gave a detail presentation on the entire system of NPS and raised other important issues on DPC and service matters of the Finance and Accounts Officers for favour of consideration of the state government.

He informed that there is shortage of officers in the Directorate of Accounts and Treasuries due to which the officers are over burdened with works and requested the Deputy Chief Minister to redress the grievances of the department. 

Among others, Secretary Finance YW Ringu, Director Accounts & Treasuries Techi Tedi were also present. Finance and accounts officers, treasury and sub-treasury officers from the districts attended the workshop.
