ITANAGAR, Mar 6: The apex state government employees’ organization of the state, the Confederation of Service Associations of Arunachal Pradesh (CoSAAP) in a memorandum submitted to the Chief Secretary has sought an early redressal of the grievances of state government employees.
The submitted 6-point memorandum containing the grievances is based on the outcome of the central executive meeting of CoSAAP held in the state capital on February 28 last. The association has demanded implementation of House Rent Allowances (HRA) as per 7th CPC. While stating that the state government has decided to continue the HRA component of its employees as per the 6th CPC, i.e. amount/rate of January/2016, the actual entitlement of the HRA component is 8% on present basic pay as per 7th CPC. “The State Cabinet in September 2018 has already decided to grant Tough Location Allowances (TLA) for all categories of employees and HRA to only group ‘C’ employees. Accordingly, employees accepted the TLA and opposed the partial implementation of HRA. As such, TLA is implemented and employees were assured for implementation of HRA for all categories after the general election 2019. Therefore, CoSAAP reiterates its demand for an immediate implementation of HRA as per the 7th CPC as cost of living has tremendously increased,” the memorandum said.               
While stating that non-implementation of Transport Allowances is depriving the employees from their legitimate entitlement amidst rising fuel inflation, CoSAAP has called for an early implementation of Transportation Allowances (TPTA) as per the applicable 7th CPC rates. Seeking an early redressal of the genuine issues of Arunachal Teachers’ Association (ATA), the association has extended its support. Besides opposing the decision to merge the two Directorates of the Education department (i.e. Secondary Education and Elementary Education) into a single one, it has demanded granting of Earned Leave of Teachers from existing 10 days to 20 days per year. 
The association has also urged the state to expedite the recruitment process of APCS (EG) interview through Lateral Entry which has been pending since December 2018, the time when the advertisement was released. The inordinate delay in conducting the interview is hampering the overall developmental process of the state, especially in the Circle administrative level for which these posts were created, the memorandum pointed out.
Highlighting the hiccups in drawing of salaries through the Public Financial Management System (PFMS), the association said that some employees drawing salaries through it are facing irregularities which involve delays ranging from one to four months. On behalf of the aggrieved employees, as solutions CoSAAP  has suggested conversion of all the Plan Posts to Non-Plan Posts which are receiving salaries under PFMS or to adopt a suitable mechanism in getting Administrative Approval and Financial Concurrence in a shorter manner which may lead to timely release of salaries. It has also proposed the creation of a Chief Minister’s Corpus Fund from where pay and allowances of such departments can be released with a provision to reimburse them from the concerned department on receipt of funds from the Centre.
Conveying the grievances of the Arunachal Pradesh Secretariat Employees’ Association (APSEA), CoSAAP observed that there is a complete stagnation of career progression of Secretariat cadre borne employees with special reference to the Ministerial cadre. “To redress this issue, the state government has already constituted a Cadre Review Committee (CRC) headed by T. T. Gamdik, IAS (Retd.) the then Commissioner (GA) in 2014. The committee has recommended a five-point Cadre Review and out of these, the one relating to the recruitment of Assistant Section Officer (ASO) by Combined Competitive Examinations through APPSC has been implemented and the rest four are yet to be implemented. APSEA also submitted a representation in July 2020 seeking a complete implementation and CoSAAP also supported the demand, with the urge to implement the Gamdik Committee Recommendation in full at the earliest,” the memorandum read.  CoSAAP PR
