ITANAGAR, May 20: The Itanagar Capital Police has dismantled a sophisticated interstate cheating network that targeted the CBSE-conducted recruitment examinations for Navodaya Vidyalaya Samiti (NVS) posts, arresting 53 candidates for using advanced electronic devices to manipulate the selection process.
Speaking to the media, Superintendent of Police-ICR Rohit Rajbir Singh (IPS) informed that the crackdown began when school authorities alerted police about suspicious activities during the May 18 examinations. During mandatory pre-exam frisking at Kingcup Public School, officials from Niti Vihar Police Station intercepted 23 candidates attempting to smuggle GSM-enabled communication devices and micro earpieces into the Lab Assistant examination hall. In a parallel operation at VKV Itanagar, Chimpu Police detained another examinee from Haryana found with similar concealed equipment.
Investigations revealed the operation was masterminded by a Haryana-based syndicate that promised "guaranteed selection" to candidates in exchange for substantial payments. The racket strategically targeted examination centers in relatively remote locations like Itanagar, Dimapur and Chandigarh, believing these would have less stringent monitoring. Candidates were equipped with hidden communication devices and trained to discreetly relay question codes to handlers, who would then feed them answers through nearly undetectable micro earpieces.
Superintendent of Police also informed that the Police have registered Case No. 18/2025, registered under Sections 61(1), 112(1), and 318(4) of the Bharatiya Nyaya Sanhita (BNS), read with Section 66(D) of the Information Technology Act, 2000, and Sections 10 and 11 of the Public Examination (Prevention of Unfair Means) Act, 2024. Additionally, Chimpu Police Station has registered Case No. 34/2025 under Sections 61(2) and 318(4) of the BNS, Sections 10(1)(2) and 11(1) of the aforementioned Public Examination Act, and Section 66(D) of the IT Act. 
Forensic teams are currently examining the 29 seized electronic devices, along with associated SIM cards and digital communication records, to map the entire network. Special police teams have been dispatched to Haryana to apprehend the masterminds behind the operation, added the SP.
"This was a meticulously planned interstate racket that exploited technology to compromise the integrity of recruitment examinations," stated Itanagar Superintendent of Police Rohit Rajbir Singh (IPS). "The scale of evidence we've gathered leaves no doubt about the operation's sophistication, and our investigation will leave no stone unturned in exposing everyone involved."
The case has taken on national dimensions, with reports of similar cheating attempts emerging from examination centers in Gangtok, Chandigarh and Shimla. Education officials and law enforcement agencies are now reviewing security protocols for competitive examinations nationwide to prevent such high-tech fraud in future recruitment processes, added the SP.
