ITANAGAR, Jul 27: The All Tawang District Students Union (ATDSU) on Friday reiterated immediate constitution of high power committee for proper verification of Refugees residing in Tawang district, to identify fake ST certificate holders, and initiate action against those who are availing dual benefits through Refugee Card (RC) and Scheduled Tribe Certificate at once.

Interacting with newspersons here today, Chairman Pema Tsering, who is spearheading the Operation Clean Drive (OCD) campaign, expressed disappointment that despite submission of various memoranda to Chief Secretary and Deputy Commissioner with evidence, no concrete action has been initiated so far.  

Armed with RTI copies, Tsering informed that the Government of India in an order dated August 9, 2002 gave strict instructions to Gaon Burah of Shyo Village that before issuing ST Certificates to residents of Shyo Village they must ensure that those who are availing it must belong to Genealogical Tree prepared on the basis of agreement made in the year 1936.

While a non-indigenous person as per Government of India regulation cannot avail both Refugee Card (RC) and Scheduled Tribe certificate at once, he alleged that a few are allegedly enjoying both benefits at the same time.

He alleged that a few illegally obtained ST Certificates by claiming that they belong to the said village through “misrepresentation” of facts and are currently working as government servants in various fields,

‘Indigenous people of Tawang are today facing identity threat from outsiders, who now have also started occupying lands and procuring properties right under the nose of the district administration,’ Tsering said pointing out that if the trend is not stopped in time then it will cause many problems in the near future.
