NAHARLAGUN, Mar 14: The Arunachal Pradesh Legislative Assembly on Tuesday unanimously passed the Annual Financial Statement (Budget Estimates) for the session 2017-18 on the basis of budget presentation and introduction by Deputy Chief Minister, Chowna Mein who also holds the Finance Portfolio by voice vote.

Earlier, the Speaker of the State Legislative Assembly T. N. Thongdok announced the independence of Arunachal Pradesh Legislative Assembly and its Secretariat at the time of opening the session.  

Minister Education Honchun Ngandam, moved and introduced a bill ‘Kameng Professional and Technical University Arunachal Pradesh Bill, 2017 for consideration of the House but due to intervention of MLA Kumsi Sidisow, on the bill for proper examination on detail provisions of the bill, the Speaker placed and referred the bill to a select committee consisting of  H. Ngandam, Minister Education as Chairman, Japu Deru, MLA,  Kumsi Sidisow MLA,  Pani Taram MLA and  Mama Natung as members.

Chowna Mein, DyCM and Minister Finance introduced the Arunachal Pradesh Appropriation (No. 1) Bill 2017 and accordingly the house adopted and unanimously passed the bill. Earlier, the respective Cabinet Ministers presented supplementary demands for grants for the session 2016-17 and the house supported and passed on Voice Vote.

       Participating in the discussion on Annual Financial Budget 2017-18, Mutchu Mithi, suggested few points for proper implementation of the budget. Markio Tadu, stated the budget as comprehensive with a realistic approach but it should be carefully implemented so that the development percolates down to the common and needy people.  

Kento Rina, participating in the discussion highly appreciated Chief Minister Pema Khandu who has allocated Rs 10 crore to each MLA this year stating ‘with this fund many developments could be accomplished in each Assembly constituency of the entire state.’

Nikh Kamin, while congratulating on the people- oriented budget suggested for proper monitoring during the time of execution. CT Mein, termed the budget as innovative and comprehensive and suggested for avoidance of too much centralized system while executing the fund instead focus on its decentralization for speedy completion of fund, so that developmental schemes may be encouraged.
