ITANAGAR, Oct 9: The transport department is set to roll out Faceless Services and e-Challan across Arunachal Pradesh as part of its push to accelerate digitisation, enhance citizen convenience and strengthen road safety.
In a major step towards tech-enabled governance, the department on Thursday conducted a one-day training workshop on e-Challan, iRAD/e-DAR, and 58 faceless services for District Transport Officers, Motor Vehicle Inspectors and Traffic Police Officers. The initiative aimed at streamlining enforcement, speeding up insurance claim processing, and making public services more accessible.
Transport commissioner Saugat Biswas, in his inaugural address, set out key priorities, including consistent e-challaning to deter traffic violations, strict rule compliance to reduce road accidents, and achieving zero fatalities. He also directed for timely inspections, formation of district-level committees under the Hit-and-Run Compensation Scheme, and activation of all Aadhaar-authenticated services across the state.
Biswas underscored the importance of close coordination between the Police and Transport departments, capacity-building through regular workshops, and exposure visits to high-performing states. He stressed targeted enforcement on key areas such as use of helmets and seatbelts, vehicle fitness, valid permits and overloading.
NIC scientists — P K Thongon (director), Bimal Borah (senior scientist) and Rajen Gupta (state rollout manager, eDAR) — led technical demonstrations on iRAD/e-DAR, faceless registration services, and the e-Challan application. The State Bank of India, through Pine Labs, supported the hardware enablement. Participants also underwent field drills at three locations.
Nominated personnel from the police and transport departments will serve as Master Trainers to further train field functionaries in all districts.
Transport secretary Rajesh Kumar called for stronger coordination through regular district-level meetings involving DCs, SPs, health and road construction agencies to make the initiative successful.
The workshop was attended by over 100 participants, including officials from the State Bank of India and NIC.
