ITANAGAR, Jul 27: Architects Association of Arunachal Pradesh (AAAP) has expressed concern over the unplanned and haphazard growth of townships in the state even after enactment of the Arunachal Pradesh Urban and Country Planning Act 2010.
Along with airing the concern during a meeting convened recently, the association of professional architects of the state has resolved to take punitive actions against the unscrupulous persons posing as architects and luring unsuspecting citizens in the pretext of providing architectural consultancy services at low rates which is a violation of the Architects Act 1971. The AAAP has clarified that only a person registered as an architect with the Council of Architecture (COA), New Delhi can claim himself or herself as an architect and use the title and style of 'Architect' for carrying out professional architectural works. Any misrepresentation/misuse of the title is a punishable offence that attracts both fine and imprisonment as per provision of sections 36 and 37 of the Act, the association said. While referring to the COA guidelines which prohibit any kind of advertisements by the architects, the AAAP has pointed out that such advertisements in print or social media is a violation of the said guidelines which need to be avoided.
The meeting also discussed the issue of building permits and the recent notices issued by Deputy Commissioner, Itanagar Capital Complex Talo Potom to many of the building owners in and around Itanagar to obtain building permits as per Arunachal Pradesh Urban and Country Planning Act. According to the Act, it is mandatory to obtain building permits for any kind of construction activities in Arunachal Pradesh including rural areas.

Meanwhile, a delegation of the AAAP led by its Secretary Dooda Ete discussed the issue of building permits with the ICC DC and Director, Town Planning Likha Suraj. The meeting resolved to find an amicable solution for issuing building permits for the existing structures constructed prior to the enactment of the Building Bye Laws. 
The association has also suggested empanelling of local architects in the departments to check the activities of unqualified persons posing as professional architects.
