ITANAGAR, May 21: In a startling revelation, activist Pritom Jomoh, alleged widespread illegal appointments within the Centre for Earth Sciences and Himalayan Studies (CES&HS), a body under the Department of Science and Technology, Government of Arunachal Pradesh.
Addressing the media, Jomoh disclosed that he has formally submitted a complaint to the Secretary of the Department, accusing the Centre’s Director, for  appointing 34 individuals to various posts without issuing any public advertisement or following established recruitment procedures. The appointments allegedly include both ministerial and non-ministerial positions such as Account Officer, Technical Officers, Project Scientists, Section Officers, Assistants, Lower Division Clerks (LDC), Multi-Tasking Staff (MTS), Drivers, Sweepers, and Chowkidars.
According to Jomoh, these appointments were made arbitrarily from 2011 to the present day, with no records of sanctioned vacancies for many of the posts. He claimed that numerous appointees are close relatives of the Director himself, including his son and other family members, pointing to a clear case of nepotism.
“This is not just a violation of recruitment rules — it is a betrayal of public trust,” Jomoh stated, describing the situation as a blatant misuse of government funds and a direct contravention of CCS and CCA recruitment norms. He questioned how public resources and state grants meant for scientific research and institutional development could be diverted in such a manner.
Calling for immediate government intervention, Jomoh urged the Department of Science and Technology and the Government of Arunachal Pradesh to launch a high-level, independent inquiry. He also demanded that the Director’s academic qualifications and official conduct be thoroughly scrutinized in light of the allegations.
Issuing a stern warning, the activist said, “If the truth behind these illegal appointments is not unearthed, I will be compelled to initiate a democratic movement and file a Public Interest Litigation (PIL) in court. The people of Arunachal deserve a corruption-free and accountable administration.”
The Director of the Centre for Earth Sciences and Himalayan Studies (CES&HS), could not be contacted for his comments on the alleged allegation on him.
