RUKSIN, Mar 26: An abrupt halt in construction of the Mirem-Mikong-Jonai (MMJ) road by the executing agency has caused deep resentment among the inhabitants of Ruksin Block.
Expressing dismay over the lackadaisical attitude of the state PWD officials, the MMJ Road Monitoring Committee (MMJRMC) today submitted a memorandum to the Deputy Commissioner, East Siang seeking her intervention into the matter for ensuring quality control and timely completion of the project. The said PWD road links Ruksin headquarters with the greater Mirem-Bilat area in East Siang and parts of Lower Siang district. Dilapidated condition of the 15-km long road from Ruksin township to Mirem Charali is causing deep communicating problems for the commuters. Large potholes in Ruksin, Ngorlung, Niglok, Mikong and Mirem areas are causing immense trouble to the local traders and office goers.
In its memorandum to the DC the committee informed that the concerned executing agency started the preliminary works by deploying men, machinery and materials at the construction site and had even started preparations of undertaking the base course layer works. However, due to unknown reasons all works have now stopped and men, materials and machines have also been removed from the construction site, the memorandum noted, adding that this has raised eyebrows creating suspicion among locals that the concerned agency has not followed the established road construction procedures. Meanwhile, in a consultative meeting held at Ruksin IB between the MMJRMC and East Siang PWD, the EE, PWD took the responsibility of violation of norms, admitting that the DPR wasn’t procured from the competent authority prior to commencement of the construction process, the memorandum added.
In the said memorandum the MMJRMC also informed that it had earlier apprised the East Siang PWD to procure the DPR prior to commencement of works and the EE PWD had declined to re-start works without proper documents and specifications.
