ITANAGAR, Sep 4: The All Arunachal Pradesh Students’ Union (AAPSU) reacting to the clarification of the Capital Deputy Commissioner Prince Dhawan stated that he should take responsibility of one’s action and should not blame his predecessor.
The AAPSU referring to his predecessor’s order dated 4th May 2016 with memo no. DC/ICC/NH/01/2016 that the clear instructions as 1. No compensation should be paid for the land or structures falling within the existing RoW; 2. No land compensation will be assessed for the reserve forest/ government land; 3. The land compensation will be assessed only for the village area which is not under the reserved / wildlife forest area; 4. No new properties constructed after the issue of the prohibitory order has to be assessed; 5. The committee shall physically visit the locations to verify the existing records; 6. The committee to the disposal of claims & objections shall dispose of all the received claims and objections and the process should complete before 3rd June 2016.
Tatung Taga, Convenor, AAPSU stated that the committee for assessment of beyond the RoW was constituted by Sandeep Singh for 40 meters while the present compensation has been paid not in village area but in government land and also present formation cutting within 40 meters. After the assessment is done by the Committee (predecessor), final claims and objection were disposed of during the time of Prince Dhawan DC Capital. Therefore, the claims of Prince Dhawan that assessment was done during the time of his predecessor in above-mentioned point and the present compensation payment contradict with the terms and conditions for assessment done by his predecessor.
The Deputy Commissioner was well aware of the facts and figures of the assessments and in spite of the depth of his understanding, he misused the public money while disbursing the compensation money. The Deputy Commissioner also prepared several items of agriculture, horticulture and forestry and crores of rupees were disbursed on the items which did not exist practically and as well as there are numerous structures standing intact while compensation has been paid in contrary to his own administrative order dated 23rd August 2017 with memo no. DC/ICC/NH-01/2016 (Pt).
The AAPSU also alleged that the District Administration has been biased in the demolition of the compensated structures. The AAPSU President Hawa Bagang sought the Superintendent of Police, Special Investigation Cell (SIC), Vigilance to initiate an investigation within the stipulated time period in the line of Ziro TAH scam.
