Takes strong exception to ‘proxy teacher’ practice; asks citizens to lodge complaints directly with CMO

TAWANG, Apr 19: Chief Minister Pema Khandu today chaired the 3rd e-Pragati meeting through a virtual mode here from the Tawang district headquarters, participated by all Deputy Commissioners, Chief Secretary, Commissioners and representatives of Border Roads Organisation (BRO), NHIDCL and other central agencies.
Alerting the DCs on the recent surge of COVID cases in the state and country, Khandu directed them to implement strictly the revised SOPs notified by the state health department a day earlier and took stock of the entry point check gates. Underscoring the need to reinforce vigil at the check gates, the Chief Minister said all individuals entering Arunachal Pradesh will have to go through mandatory Rapid Antigen Tests in case they do not have a valid certificate of a recent test or a certificate mentioning they have received both doses of the vaccine. As per official records Arunachal Pradesh has 13 entry points, all connecting Assam. 
“The second wave is different from the earlier one and more dangerous. It is alarming that it has shown a trend of infecting younger people more. So, strict adherence to SOPs must be ensured by all District Administrations,” Khandu emphasised while appreciating the DAs for successfully combating the first wave and sought similar cooperation from all in dealing with the second one. Noting the recent spike of active cases in the state which as on April 18 was 122, Khandu reiterated that sample collection and testing need to be escalated along with intensification of the vaccination drive.
The state government has a target of vaccinating at least 3.5 lakhs of its population, however, around 85000 have been vaccinated so far, Khandu said while appealing all individuals above 45 years to get vaccinated. “We have no shortage of vaccines and I urge all who are eligible to get vaccinated,” he said and called upon the DAs to ensure compulsory wearing of masks at public places. “The DAs have been empowered to impose a penalty of Rs 500 on those violating the mask-wearing protocol in public places. Together we have successfully combated the virus last year and we can do the same again. Guidelines and SOPs will be updated and notified from time to time as per the evolving situation and all these should be implemented in letter and spirit,” he said.  In the meeting the CM also took stock of the hospitals across the state and their preparedness in tackling the second wave.

Meanwhile, expressing concern on the reported cases of ‘proxy teachers' at government schools, Khandu directed the DCs and DDSEs to personally visit such erring schools and check the attendance of teachers. He called on the people to directly file complaints with the CMO if any such proxy teachers are detected at schools in their areas. “If any such complaints are received by my office, the concerned DC and DDSE will be held responsible solely,” he cautioned. The CM took reports on various issues like forest clearance and land acquisition for important projects, updated statuses of Hollongi airport, Miao-Vijoyanagar road, Balipara-Chariduar-Tawang road, e-office, installation of VSATs, construction of hospitals, launching of 27x7 ambulance service, construction and functionalization of Ekalavya Model Schools etc.
It was for the first time that representatives of the BRO, NHIDCL and other central agencies attended the e-Pragati meeting. Action-taken report of the earlier two editions was also submitted to the CM. CMO
