Voters' list provided the all-important clue

ITANAGAR, Jun 9: After a manhunt spanning nearly 4 years, the Special Investigation Team (SIT) has managed to arrest the prime accused of the brutal murder case of 2017 that shocked Namsai district and the state.
Although the SIT has arrested Mojen Moran, the prime accused, his accomplice and co-accused Babul Neog is still at large. The duo allegedly killed Udey Malar on August 8, 2017 in Donakhana village of Namsai district, informed Superintendent of Police, SIT Rohit Rajbir Singh while addressing the reporters today at the PHQ. When asked about the motive behind the murder, the SP informed that as per the statement of the accused it was due to a dispute related to money and contraband substances. On the fateful day, Mojen along with his associate Babul formulated a plan and executed the crime. For the last four years, they kept on changing their locations and hideouts and managed to evade arrest, the SP disclosed while responding to a query on reasons for the delay in arrest.
Elaborating on the case, the SP stated that on August 8, 2017 a written complaint was received at Namsai police station from one Taling Paleng of Dhonikona village that one of his tea garden worker Udey Malar has been murdered near his tea garden. Accordingly, he rushed to the spot and found Udey lying dead on the footpath near his house with deep cut and slash wounds across his neck possibly by a sharp weapon (Dao). After inquiry the wife of the deceased Rukmoni Malar informed that on August 8, 2017 at around 0200 hrs two persons namely Mojen Moran and Babul Neog took her husband to visit a place nearby his house. However, instead of taking Udey to the spot, the duo murdered him on the way and a prima facie case was registered at the Namsai PS (C/No 86/2017 u/s 302/34 of the IPC ), the SP informed.
The case was transferred to the SIT in mid-2018 and there was no clue available about the whereabouts of the suspects except their names. Over the years, many attempts were made to locate them but with no success. The case got a fresh impetus at the beginning of 2021 with the formation of a dedicated team led by Sub Inspector Kamnu Wangsu who was tasked to work on developing human intelligence in the Moran-majority areas of Namsai and Tinsukia, Assam.

In February 2021, after diligent efforts some intelligence inputs were received from sources that one of the accused Mojen Moran may reside in the general area under Philobari village, district Tinsukia. The Assam elections served the team with an opportunity to make use of the updation exercise of voters’ list and scanning it revealed that Mojen has been recently registered as an active voter in Doom Dooma Circle of Tinsukia. After that a technical surveillance was engineered over the accused to study the pattern of his movements and probable hideouts.
After getting sure of Mojen's presence in a particular hideout, a plan was formulated by the SP SIT in consultation with DSP W Ramwa and OC SIT Inspector Ngilyang Lali. A team comprising Inspector Ashok Tayeng, SI Kamnu Wangsu, SI Maharaj, HC Thomas Drai, HC T. Dolo, Constables GL Rai, D Dorjee, T. Giba, N. Riba and others was deployed on June 7 for conducting raid at the suspected hideout in Philobari Naharjan, Tinsukia. 
The raid which was conducted on the intervening night in village No. 1 Kakajan was successful, leading to the arrest of the most wanted Mojen Moran.
