Amongst a host of areas where Arunachal Pradesh is inarguably lagging way behind compared to national averages, school level education will perhaps come in top of the list. Deep worries and discussions continue unabated all throughout the year, harping on poor results of the state’s boys and girls and pick momentum when 10th and 12th standard results are declared. Year in, year out, picture remains almost same, and it seems the state has earned a permanent low position when it comes to annual state-wise CBSE rankings. Among multiple faultlines that are responsible for this shoddy scenario, lack of teachers in government schools is a widely discussed topic and it had been reiterated many times through representations by various bodies particularly students’ unions. Arunachal Pradesh Teachers Transfer & Posting Policy 2020 that received approval of State Cabinet last Friday has ushered some hope that now the issue may be addressed in a result-oriented manner. But to make the maximum of the policy, there must be an absolute on-the-ground implementation in letter and spirit without interference from any quarter, including political or otherwise. This must be agreed upon by all stakeholders and any deviation from this principle will actually mean slipping down a step further in education graph for the state.
Based on facts and figures cutting across states and nations, it can be said with emphasis that school level education happens to be the vital stratum in overall education structure. Given that, it must be agreed by all, irrespective of political lineages that it has been a failure for state and the syndrome that had its origin decades ago continues to be carried forward. The situation has taken such an acute manifestation that disgusted by the absence of any noticeable signs of improvement or any such efforts as such to bring improvement, the CBOs, students and civil organisations of the state had on their own taken the pains to conduct educational tours to find what the actual weak points are. Going through all these reports which are actually valuable inputs in understanding the ground zero realities, it can be said that they all point to two very vital drawbacks-physical infrastructure of government-run schools and extreme deficiency of teachers. The transfer policy is meant for dealing with the latter and to make it successful, transparency will matter most. And this can be made trustworthy by placing all transfer transactions in the departmental website for public viewing. To make it glitch-free it must also undergo periodic reviews and necessary inputs must be incorporated for its more streamlining.
If the challenge is to bring a perceptible change in state’s school education picture, requirement of the time is exemplary zeal while implementing the policy.
