Itanagar, Jan 24: Minister for Tourism, Education, Rural Works Department etc, PD Sona reviewed the implementation status of the Pradhan Mantri Gram Sadak Yojana (PMGSY) and Vibrant Village Programme (VVP) during a Circle-Level Review Meeting of the Rural Works Department (RWD), Itanagar Circle.
The meeting was attended by Er. Nyai Rigia, Chief Engineer (PMGSY), RWD; K. C. Dhimole, Technical Advisor to the Chief Minister; Er. Nyadar Nyodu, Superintending Engineer, Rural Works Circle (RWC), Itanagar-cum-State Quality Coordinator (SQC); Er. Mudang Rika, ITNO; alongwith engineers of the RWD (PIUs/EEs, AEs and JEs) and contractors from six divisions under the Rural Works Circle, Itanagar—Itanagar, Yupia, Laying Yangte, Koloriang, Pakke Kessang and Sagalee.
During the meeting, the Minister was apprised of the progress of ongoing PMGSY and VVP projects under the six divisions. The stage-wise status of construction, reasons for delays, execution-related challenges, remedial measures, and expected timelines for completion were reviewed. Presentations supported by PowerPoint slides and project photographs were made.
Emphasizing the significance of road and bridge infrastructure under PMGSY and VVP, Sona stated that these projects are critical to enhancing regional connectivity, facilitating economic development, and improving access to essential services, including healthcare. He underscored the need for strict adherence to prescribed quality standards and timely completion of works, reiterating the shared responsibility of the department and the executing agencies.
The Minister further highlighted the importance of capacity building and directed the Department to organise periodic training programmes for engineers to keep them abreast of emerging technologies and best practices. He encouraged young engineers to supplement academic knowledge with practical experience under the guidance of senior officers and called upon all officials to discharge their duties with sincerity, professionalism, and accountability.
Earlier, Er. Nyai Rigia emphasised compliance with NRRDA guidelines and technical specifications and instructed engineers and contractors to maintain quality standards at all stages of execution. He further directed contractors to remain accountable for their works throughout the Defect Liability Period.
Er. Nyadar Nyodu directed the Programme Implementation Units (PIUs) to submit Action Taken Reports (ATRs) on observations made by National and State Quality Monitors during inspections. Healso instructed the PIUs to promptly address pending Geo-Sadak complaints and ensure mandatory stage-passing of projects as per guidelines.
The review noted satisfactory progress of VVP road projects in Kurung Kumey district. PMGSY-III projects are targeted for completion by March 2026.
