Monsoon has always been a testing time for Arunachal Pradesh not only for its people but also for the administration as well specifically, since it is during these months all tangible infra developmental works that continue throughout the year and the existing ones have a review of their qualitative aspects. Eyebrows were raised after a portion of wall at the under-construction Greenfield Airport site collapsed on Monday with the lament that even a prestigious project like this has not been free from the ailment of poor quality of works, a feature that has an ubiquitous presence in the state for decades. The Governor too on Wednesday urged the BRO DG to give special emphasis on maintaining the quality quotient of roads executed by the organization in the state for obvious reasons. This has been a recurring problem every year and unless quality audit of all infra-related developmental projects on a constant basis is carried out, no real trouble shooting should be expected.
Many economists from across the country and world have for years been vocal of Arunachal’s infinite possibilities of getting prosperous. Most of these observations have never transcended from the platforms of seminars and perceptible development hasn’t really kicked off in a manner it deserves. Any public-convenience-oriented developmental work can only be termed as an asset if it successfully runs year after year. However, if due to faulty construction or poor materials, ‘collapse’ becomes inevitable, it is actually nothing but a liability. This (the rectification process) entails a yet another lengthy process of tender calling and so on, resulting in loss of time, purging of the state exchequer and ultimately a delay in development. In Arunachal’s context, it would not be an exaggeration to say that development delayed is development denied, as a delay here means countless number of years. The classic cases that will always form full and separate chapters in any book on Arunachal’s history of pursuing development will be the Miao-Vijoynagar road, TAH and Greenfield Airport. These are still to be completed and each one carries on its head their respective deadlines for completion. While it is an anxious waiting for the state’s people who even after occasional disheartenment haven’t lost hope, the concern that chases is about quality. It is for the state administration to make sure that the age-old practice of the tolerance to sub-standard infra works is banished. For the upcoming generations, these will remain as objects of pride and ‘collapses’ will exert the most-negative of effects on them, on all counts.
Quality audit for all developmental works is essential and must form a part of governance in Arunachal Pradesh.
