Arunachal Pradesh Staff Selection Board (APSSB) on Sunday retook the LDC, JSA, Storekeeper/Stockman, etc. exam on Sunday across the state with the aim of erasing the taint it earned while conducting the original edition a year ago. The Board did all it can to conduct the exam in a glitch-free manner and reportedly it went that way. However, that there is much left to regain the lost trust of examinees is clearly evident from the low turnout percentage and the admission made by the Secretary himself that he expected a more healthier one. The state’s youths to whom the APSSB initially appeared to be an institution to rely upon are still not convinced of its integrity and are perhaps suffering from a sense of apprehension that there will be a rerun of the 2020 fiasco. The only route left for the Board now is to rebuild the lost credibility as fast as possible and as a first step, end the current recruitment process within schedule, making sure along with that no fingers are raised.

As per the turnout figure, out of a total of 25,731 applicants, around 12,000 downloaded their admit cards and a little over 8800 actually appeared. Apathy among candidates in taking the exam for a second time is observable at various stages- more than 50% decided it’s useless to download admit cards even and out of this a sizeable percentage felt that sitting for the exam is a sheer wastage of time. It’s much evident that in the eyes of the state’s government job seekers the APSSB is still unreliable. It’s very unfortunate that in the post-formation initial years which are supposed to be the time for accruing trust, the Board which is not even full three-year old has been ‘blacklisted’ by the youths. In any administrative set-up across the country just as the services of civil servants are essential, in the broader context, without Group C & D posts, it’s unthinkable to run the administration for a single day even. It’s also pertinent to mention that not all are capable to become APCS, IAS, IPS officers and here lies the relevance of the state staff selection boards and the central Staff Selection Commission. Till November 2020, there were 21 arrests, an 860-page charge sheet filed by SIC containing 19 names and the investigation is still awaiting an end. The state’s youths are waiting for the final outcome of the case and will find solace only if the just punishment as per law is delivered to the offenders.

Meanwhile, the APSSB from now onwards must make sure that merit and not money is the sole criteria in getting jobs for posts the exams of which it will conduct in future days.
