ITANAGAR, Nov 19: A complaint has been lodged against Executive Engineer RWD, Aalo Division West Siang District and Proprietor M/S TJ Enterprises Aalo with a request to constitute SIC (Vigilance) for allegedly siphoning off money meant for construction of PMGSY Road from Liromoba to Bole Village in West Siang District.
In the complaint letter submitted to the Chief Secretary's Office by Chief Advisor, Bole Youth, Lipok Bole it is alleged that Central Government had approved fund for construction of PMGSY Road (8.46 km) from Liromoba to Bole Village way back in 2008 with an estimated cost of Rs 4,48,45,700.00 with package No AR/12/07/008.
The tender for the same was floated and a firm named M/S TJ Enterprises, Aalo was awarded the works and accordingly it had agreed on 15th October 2013 to construct the stretch of road as per the acceptance Letter issued by DPIU Basar.
"As per the agreement, the completion period was set as 12 months from the commencement of the date of the road project works," the complainant alleged.
Further it claimed that till September 2020, the agency could carry out only 50% of the works that too with substandard quality violating DPR.
Moreover a total of Rs Three Crore Nineteen Lakhs Seventy Five Thousand has already been paid to the contractors without any physical achievement on the ground. What's surprising is that 90% of the works are completed as per the department on paper submitted to us via RTI reply but in reality, hardly 50% of the works has been carried out as of now," the letter stated.
"Bole Village under Liromoba Circle of West Siang District is the only village left unconnected with the rest of the world with an all-weather road in the present day amongst the villages of West Siang District Arunachal Pradesh, " the complaint letter further stated.
