ITANAGAR, Nov 4:  Offline classes for the students of classes X & XII in the state will commence from November 16 next and the state board examination for classes V & VIII and Pre-Board examination have been cancelled.
Education Minister Taba Tedir said this while speaking to reporters today. Tedir added that classes will resume  following all SOPs framed by the Education department after consultation with DDSEs, Principals, Teachers, Health officials, CBOs and other stakeholders. “During the pandemic we have initiated online classes to avoid dilution of academic activities. However, due to the state’s large and difficult geographical terrain there are network issues and the online classes are not picking up the desired momentum despite our efforts to improve the quality of networks,” the Minister said. “Even in the ICR, only 60%-70% students participated successfully in online classes. Therefore, to make sure that 100% attendance is attained, we have opted for offline classes,” he added.
“After due consultation with all the stakeholders and repeated meetings with the Principals and Headmasters of various schools and CBOs we have submitted the assessment to the state cabinet to allow offline class for CBSE students,” Tedir informed. He also said that the state government will soon take a decision to resume IX and XI classes by the month of December next after proper evaluation of the COVID situation. “However, classes I-VIII, hostels, residential schools and coaching institutions will remain closed,” he informed, while stating that written consent of parents will be necessary for the offline classes.  
Tedir further informed that the Education department will be issuing SOPs to every school in the districts so as to check the spread of COVID-19 during offline classes. Early Child Care and Education (ECCE) centres will be set up in 300 schools across the state with a total cost of Rs. 15 crore and Rs. 5 crore each for each district under the National Education Policy 2020 which will be implemented next year, the Education Minister informed.  
Meanwhile, Education Secretary Niharika Rai said that the revised curriculum has been prepared by the department and will be circulated throughout the schools to maintain uniformity and guidance to students to perform better in the exams. She also informed that after 15 days of reopening of the schools, the department will decide whether offline classes for the students of classes IX & XI will be feasible or not. “The department will provide SOPs for students, teachers and parents before the offline classes start,” she said, adding that the respective District Administration will also be informed accordingly.

The Education Secretary also informed that government colleges will resume classes only after the order issued by Rajiv Gandhi University and the directives provided by the University Grants Commission (UGC).
