Itanagar, Feb 9: Governor Brig. (Dr.) B.D. Mishra (Retd.) today addressed the annual conference of Superintendents of Police of Arunachal Pradesh Police, Commandants of Arunachal Pradesh Police Battalions and Indian Reserve Battalions here at the Police Headquarters.
Complementing the State Police for bringing desirable changes in its interface, leadership and coordination, Governor also praised the force for its recent successful operations.
Police must be fair, prompt, determined and win people’s trust through transparency, honesty and accountability, he said advising them to recall their ideal and vision whenever in doubt and help the poor and weaker sections of society.
Cautioning on vulnerability of boys, girls and women in orphanages and shelter houses, Governor suggested them to take suo moto action and carry out proper checking and advised the SPs to take due cognizance of the heinous crimes and initiate appropriate remedial measures.
While expressing concerns on inter-state issues, he called upon the SPs to convene regular meetings amongst the organizations and bring the issues to logical end. Stating that the most important person in the force is the constable in the beat, Governor said that he or she should be properly trained, empowered, motivated and made responsible to ensure a safe, secured and developed society. He further added that although science has given various equipment for policing, it can never replace the constabulary and therefore must be strengthened.
Appreciating the state government for bringing the Transfer & Posting Policy in Education Department, Governor suggested the Police Department to review ‘Home Police Station’ postings, which he termed as practicable and will be in public interest. He stressed on better coordination between police and other security forces stationed in state to reinforce confidence amongst people. Reiterating the special power of the Governor of Arunachal Pradesh under Article 371 (H), Governor said he has special responsibility with respect to law and others in the state and stressed on the need for transparent recruitment, effective training, police reforms in equipment, weapon and communication means and suggested for synergy of efforts amongst the forces.
He also suggested for remedial measures to control insurgency which includes good developmental policies and programmes, work opportunities, initiation of ‘Start-up’ policy, entrepreneurship development schemes, good policing, effective local administration, quick and fair justice, transparency and honesty in governance, good roads communication network, proper education and counter insurgency operations.
Director General of Police RP Upadhyaya briefed the Governor about the two-day conference.
SPs of Arunachal Pradesh Police from all Districts and Police Headquarters, and Commandants of Arunachal Pradesh Police Battalions and Indian Reserve Battalions were present on the occasion.
