ITANAGAR, Oct 14: Representatives of Galo Students’ Union today met the Chief Secretary, Naresh Kumar and submitted a representation highlighting the need for adoption of Minimum Educational Qualifications Criteria for the Panchayati Raj Institution (PRI) Members in the state.
Addressing the representation to the Chief Secretary, GSU has pointed out that in wake of the Two-Tier Panchayati Raj Institutions' election which is going to be held shortly and with the process of drafting by-laws, rules, regulations and guidelines currently going on simultaneously, overseen by the Secretary Panchayat, GoAP, it is now necessary for incorporating the Minimum Educational Qualifications Criteria for ensuring qualitative enrichment of these vital Local Self-Government bodies. Elaborating on the need, the union has reasoned that possessing minimum educational qualification by the elected members would have various merits that would add to the overall improvement of the proposed Panchayati Raj system. The representation said that basic education will enable them to function more effectively while discharging various duties such as maintenance of sanitation, basic education (Anganwadi), pursuing development plans and upholding gender balance to name a few. For better administrative efficiency, effective functioning of offices etc, the need for having a basic minimum education by the elected representatives is essential which would go a long way in ushering perceptible development in rural Arunachal, the representation added.
Meanwhile, the union also submitted its Report of First Phase Education Tour conducted last month that contained feedback on the education scenario, painstakingly gathered during the tour. Chief Secretary while appreciating the initiative, assured to looked into the report minutely for further follow-up. GSU PR
