Aalo, Jan 21: Several irregularities were noted in the functioning of lower primary schools with regards to Mid Day Meal scheme, teachers absenteeism including non functioning of few schools during a surprise visit to at least 19 schools by the West Siang Deputy Director of School Education.
In order to get first-hand information, DDSE Eto Ete, undertook a three- day long whirlwind visit to19 schools falling under Liromoba, Yomcha, Darak and Kamba to ascertain implementation of Mid Day Meal, CMSSY and actual enrolment of students. The visits were conducted from January 16-18 last.
The inspection tour saw a flurry of activities where teachers’ performance were examined, project of CMSSY surveyed, implementation of MDM scheme scrutinized, students’ enrolment thoroughly verified along with interaction with  villagers, teachers, non-teaching staff and students. It has been observed that despite communication bottleneck and inhospitable terrain, few teachers and non-teaching staffers of the department are giving their best to impart quality education although lots of irregularities were also detected among the staffers. The practices of furnishing inflated figures in terms of enrolment have been found rampant. The erring officials will be taken to task for their deliberate offence, a release by the DIPRO stated.
Several Primary Schools under Yomcha-Liromoba Educational Block have been found completely non-functional since the commencement of the 2018-19 academic session. The DDSE disclosed that the teachers posted in these schools have been drawing salary and school incentives including MDM but have failed to report the status of the school being defunct.
It was also observed that the implementation of MDM in the schools of Liromoba and Yomcha is quite unsatisfactory with no official records of receipts and feedings of MDM being maintained. It was reported that the BRCC and CRCC seldom visit the schools which may be the reason for inflated figures in the enrolment. The services of the BRCC & CRCC in furnishing SDMIS and UDISE DCF were also found lacking. These DCF submissions are time bound program for data uploading to enable the flow of school incentives like MDM foodgrain and conversion cost, school grants, maintenance grants, children uniform, Vidhya Scheme, sanitary hygienic scheme for girl child etc.
The DDSE has informed that the teachers who were found absent without any permission during the day of inspection will be issued ‘Show Cause Notices’ and those resorting to absenteeism for a longer period will be made to regularize their earned leave from their account and the contractual teachers will face salary deduction for the period of their absence.
