Itanagar, Apr 30: Arunachal Pradesh State Legal Services Authority (APSLSA) in collaboration with Department of Justice, Ministry of Law and Justice, Government of India has conducted a ‘Two-Day Training Programme on Synergy between Customary Laws of AP and General Laws’ for Gaon Buras and Gaon Buris of 8 districts at Tezu on April 27 & 28.
The programme was a part of the central government project ‘Access to Justice, North East & Jammu & Kashmir (A2JNE & JK)’ aimed to equip the institution of Gaon Burah system in administration of justice in the state by finding ways and means to synergise the gap between customary practices of the tribals and that of the general laws of the land. Nearly 70 Head Gaon Buras, Head Gaon Buris, Gaon Buras and Gaon Buris of Lohit, Tirap, Changlang, Dibang Valley, Lower Dibang Valley, Anjaw, Longding & Namsai districts attended the programme.
Member Secretary, APSLSA Budi Habung spoke on the role and responsibilities of the legal services authority in providing access to justice for all, free legal services, Lok Adalat, concept of Alternative Dispute Resolution and Arunachal Pradesh Victim Compensation Scheme. The resource persons who spoke on the occasion threw light on various beneficial schemes of Central & State governments with special reference to Arunachal Pradesh & role of GBs in their implementation, Customary Court including village authority under Assam Frontier (Administration of Justice) Regulation 1945, Village Council system of Mishmi-Kebang, Marriage Registration under Special Marriage Act, 1954 and Arunachal Pradesh Recording of Marriage Act, 2008.
Topics such as FIR, arrest, remand, bail etc and role of GB in assisting administration and police, Right to Education Act 2009, Scheduled Tribes & other Traditional Forest Dwellers (Recognition of Forest Right) Act, 2006 and other forest laws with special reference to Arunachal Pradesh were also discussed.
Member Secretary, APSLSA and District & Session Judge cum Chairman, DLSA, Tezu Ito Basar, spoke on drug abuse and its prevention. The programme ended with interaction between the participants & resource persons and distribution of certificates.
The project aims to train nearly 400 Gaon Buras and Gaon Buris across the state divided into 6 linguistic zones, each zone covering 3-6 districts at central locations namely Tawang, Itanagar, Aalo, Pasighat, Tezu and Ziro. APSLSA Press Release
