ITANAGAR, Mar 24: A 4-day ‘State Level Training of Trainers (ToT)  on eGramSwaraj, MA & PFMS’ under People’s Plan Campaign-2021 commenced today at the e-Office Training Hall of Civil Secretariat, conducted by the State Institute of Rural Development & Panchayati Raj (SIRD&PR).
The training which is meant for the District Level Master Trainers is in perusal to the recommendations of the Fifteen Finance Commission (FFC) relating to professional management of grants for ensuring financial stability, effective planning and accounting across the state’s Panchayats. Ministry of Panchayati Raj, GoI has made it mandatory for all states/UTs to on board the PRIs on PFMS and eGramSwaraj portal from April 1, 2021 itself. Addressing the participants, Director, SIRD&PR Habung Lampung informed that to ensure transparency in decentralized planning, progress reporting and work-based accounting, the PRIs must capture the physical progress of works in ActionSoft and simultaneously capture the financial progress of works in PRIASoft applications under the single uni-portal eGramSwaraj. The training will be conducted in a participatory mode and certificates will be issued to the Master Trainers on  basis of their ability and performance in practical sessions, he added, while urging the trainees to impart training at the grassroots level within the set  timelines. Assistant Director, Faculty (e-Gov)-cum-course coordinator, SIRD&PR  Rodo Bui and other officials briefed on the details of the training and its importance.
Around 60 participants from almost all districts of the state comprising the PTA-cum-DNOs (PFMS), TAs, UDCs, CCAAs and CAs are participating in ToT.  SIRD&PR PR
