ITANAGAR, Apr 4:  The state Congress released the election manifesto for the ensuing assembly elections at Rajiv Gandhi Bhawan today.
Releasing the manifesto, Arunachal Pradesh Congress Committee (APCC) president Takam Sanjoy said that it has been drafted keeping in view the present development scenario of the state.
Sanjoy said if the party is voted to power it will guarantee educated unemployment allowance of upto Rs 5000 per month. “Suitable schemes for capacity building, vocational training, grants and allowances will be provided to the educated youth based on local resources and availability of funds,” he added. 
As per Sanjoy, any graduate would be given the impetus which will be rooted through a task force of Employment Exchange Department. On educational sector, the party promises to provide one time incentive at a consolidated rate of Rs 20 lakhs for students looking forward to pursue higher studies in foreign universities.
Informing that the party had promised to provide rice at a rate of Rs 3 per kilo for BPL card holders some years back, Sanjoy said that AICC President Rahul Gandhi has given his consent for providing 100 percent free rice for BPL families.
Chief Minister’s Universal Health Insurance Scheme which was inducted by Nabam Tuki will be provided for the citizens at a rate of minimum Rs 5 lakhs per family if voted to power, the manifesto reads.
Assuring better infrastructure and connectivity, the state Congress has listed in their manifesto of constructing multi-level parking facility in Itanagar and Naharlagun and construction of flyovers at suitable places. Sanjoy also assured completion of the Trans Arunachal Highway to ease traffic congestion in the Capital Complex.
There are also assurances of implementing all recommendations of the Central 7th Pay Commission and providing timely grants of funds for prestigious educational institutes like NERIST, NIT and RGU for their smooth and effective functioning.
APCC president further said that the party will review the functioning of Arunachal Pradesh Public Service Commission (APPSC) and make suitable structural changes to ensure transparency and efficient discharge of its functioning.
The party also informed that it will discuss revisiting the Statehood Act for amendment even though it is not listed in the manifesto. “To bring amendment, our party needs to come to power at the centre,” said Sanjoy adding that they have hope on people that they will vote for them.
