ITANAGAR, Aug 29: The 3rd State Level Executive Committee (SLEC) meeting of Chief Minister Samast Shiksha Yojana (CMSSY) 2019-20 was held under the chairpersonship of Secretary (Education), Government of Arunachal Pradesh, Dr. Madhu Rani Teotia here on August 28 last.
The meeting was attended by the representatives from the Finance & Planning Department, Deputy Commissioners and DDSEs of the districts and all directors & officers from Education Department.
Deputy Commissioners of Capital Complex, East Kameng Tawang, East Siang, Upper Siang, West Siang, Lepa Rada, Pakke Kessang and Shi Yomi attended the meeting while the administrative representatives on behalf of DCs from Lohit, Changlang, Longding, Lower Dibang Valley and West Kameng districts were also present. Proposals from those districts were not considered which went unrepresented. All the districts had been asked to submit proposals as per CMSSY guidelines amounting to Rs 1.84 crore under the chairpersonship of the DC concerned through District Level Executive Committee for consideration of SLEC.
Chairperson, SLEC CMSSY informed that from the current financial year best district in implementation of education schemes including CMSSY shall be awarded by way of felicitating the District Administration/Deputy Commissioner concerned as per Cabinet decision taken on June 2, 2019. Officers were instructed not to include any items which are already sourced through other line Departments like SJETA.
SLEC reviewed the progress made and targets achieved along with submission of Utilization Certificates. Only seven districts have submitted UCs and hence the 2nd installment of 2018-19 and lst installment of 2019-20 would not be released for defaulters.  The house was informed that districts should formulate their plans in a way that saturation in a particular component like girls’ toilet, white / green board / computer labs etc is achieved and Common Calendar of Activities is followed without disturbing the academic performance of the schools. The needs of colleges and polytechnics are also to be catered from CMSSY.

It was also instructed to ensure that colour code for painting of schools are strictly followed as issued by the Department which are pink for Government Primary School, blue for Government Upper Primary School and yellow for Government Secondary & Higher Secondary schools respectively. Newsdesk
