ITANAGAR, Feb 28:  The Special Investigation Cell has arrested Yimo Geyi, the then Executive Engineer, RWD Kaying Division (presently posted as EE RWD, Basar Division) for his alleged involvement in the mismanagement of funds meant for the construction of PMGSY road from Komsing Kumku to Sissen.
On March 19, 2020, a complaint was  lodged by the  Nugong  Bango  Kebang  (NBK) against the officials of RWD Kaying Division, Pangin Sub-Divison and M/S Ragia Ku Enterprises for misappropriation of funds meant for the construction of road from Komsing, Kumku to Sissen under PMGSY schemes vide Package No. AR-04/02/033 at a total approx cost of Rs. 35 crore for a total length of 40.35 km.
NBK in its complaint alleged that the road had been constructed at the whims of the contractor without following the DPR of the road and also the funds for formation cutting, CD works, bridges breast wall and drainage were drawn by the contractor without visible progress at the work site.
During the course of the investigation, a technical board was constituted by the District Administration, Siang to evaluate the works of the project. The technical board in its report has found several discrepancies in the project, stated SP-SIC, Dr Hemant Tiwari(IPS).
SIC had filed  Case No. 01/2021 dated   03/02/2021 u/s 120(B)/409/420/468/471 of the IPC,1860 r/w Sec 13(2) of  the IPC Act, 1988. Further investigation of this case is going on and roles of other officers are also under investigation, added the SP.
Meanwhile, one Obang Gao, Proprietor of  M/S O.G. Enterprise has lodged a complaint against Asst. Engineer Tasi Messar for demanding money from him.
In his complaint letter submitted to the Officer Incharge of Special Investigation Cell (SIC) he disclosed that,  Er. Tasi Messar, posted as Asst. Engineer (A.E) PIU- Pangin, RWD Department has demanded a huge sum of money to clear Bills.
Gao, further added that, in the year 2017 his  firm M/s O.G Enterprise being the power of attorney holder of M/s Ragia Ku Enterprise was awarded for execution of work for construction of "Road from Komsing (Kumku) to Sisen Village via Komsing (Karo) Pangi Village" stage-I, package no. AR/04/03/033 amounting to Rs, 35,50,0000 (Thirty crore fifty lakh) and thereafter the construction work was carried out as per the DPR and under the guidance and supervision of the RWD authority.
However, Er.Tasi Messar who has been transferred and posted as (A.E) P1U-Pangin, RWD Department, during the course of on-going construction has been demanding money, telling that he will favour me in clearance of my bill and the said amount is for smooth functioning of office. I being a contractor having no option, paid an amount of Rs 3,50,000/- on March 2020 from my firm account M/s O.G Enterprise, asserted Gao.
But surprisingly, Messar, again demanded money, while I was in Delhi for business purposes. When I expressed my inability to arrange such huge amounts , he threatened me to put a bad remark on the on-going construction works. Having no option left I requested one of my business partner namely to deposit an amount of Rs 15,00,000/-(Fifteen Lakh to his account, accordingly on my instruction the amount of Rs 15,00.000/-(Fifteen Lakhs) to his account on 27-07-2021. 
Clarifying his stand, Obang Gao also informed that, there is false propaganda by the people of the area under the Banner of Nugong Banggo Kebang (Nbk), about the construction work initiated by few vested interest party.  Moreover,  the said Er. Tasi Messar has come to my house demanding an amount of Rs 50,00,000/-(Fifty lakhs) and later came up with a proposal that he will issue me a clearance certificate as well as will take into the confidence of the President of NBK for not making any issue in regards to the said construction work and is demanding a huge amount of Rs 1,80,00.000/-(One Crore Eighty Lakhs), revealed the proprietor.
While demanding inquiry and action against Engineer Tasi as per the laid down norms, he added ‘‘I cannot afford such huge amount and cannot promote corruption, so having no option left I am making this complaint against Er. Messar for demanding money from me."
