ITANAGAR, Mar 11:  Special Investigation Cell (SIC) today arrested Tasi Messar, AE RWD, Pangin in connection with SIC Case No 01/2021 dated 03/03/2021 related to PMGSY road project from Komsing -Kumku to Sissen in Siang District.
Earlier on 05/03/2022, the contractor of the project Obang Gao had lodged complaint against Tasi Messar of extorting lakhs of rupees from him. 
Further, a civil society organisation, Team Clean Siang District (TCSD) held a press conference on March 4 last demanding Messar's arrest under PC Act 1988. While demanding re-investigation into the case, TCSD referred to an Enquiry Report vide enquiry no 12/2020 dated 10/03/2030  prepared and signed by Tapun Messar, Inspector, SIC (Vig) Itanagar PS. 
In what could be termed as shocking, SIC is yet to arrest a junior engineer and the only Assistant Engineer of the project. These two engineers were also named as prima facie suspects in the same Enquiry Report of SIC. 
SIC has already arrested the then EE of the rural works department (RWD) Yimo Geyi, former Kaying RWD division junior engineer Tobing Lego and the contractor of the Komsing-Kumku to Sissen PMGSY road, Obang Gao, in connection with the SIC (Case No 01/2021, dated 03/02/2021 u/s 120 (B)/409/420/468/471 IPC 180 r/w 13(2) of the PC Act, 1988).
All the individuals have been arrested by the SIC, based on a complaint lodged by the president of the Nugong Bango Kebang and two others on 19 March, 2020, alleging that officials of the Kaying and the Pangin RWD divisions, along with one M/s Ragiaku Enterprise, has mismanaged the funds meant for the PMGSY road project.
