ITANAGAR, Jun 23: The SIC has arrested four officials working in the Land branch of Deputy Commissioners office, Itanagar Capital Complex (ICC) following a complaint received by one Tai Robin for encroaching on his plot by one Tai Chachung on Wednesday.
Lomin Lonchung, the then-District Land Revenue and Settlement Officer (DLRSO), ICC along with Dai Tamo (the then SK-ICC), Ravi Tachang (Mandal- ICC) and Biman Phukan (DA) were arrested by the SIC.
Addressing the media person at PHQ here, SP (SIC Vigilance) Hemant Tiwari said that a complaint was received by the SIC in the month of January 2020. He said according to the complaint, Tai Robin alleged that a double allotment was issued for the same plot of land to Tai Chachung by the officials of DLRSO, ICC.
“During the enquiry, it was found that the area of LPC possessed by either of them was for the same plot. Tai Robin was issued LPC by DLRSO in the year 2016 whereas Tai Chachung in the year 2019,” he said.
SP said the LPC issued to Tai Chachung was verified by Ravi Tachang without physical verification of the plot. Even the location of the plot does not fall under the jurisdiction of Ravi Tachang as well as Dai Tamo, the then SK, ICC.
Lomin Lonchung, currently posted as DLRSO at Leparada district, had issued the LPC by overlapping the earlier one. Added, the note-sheet on which approval was obtained from DC had no specific date mentioned on it.
Meanwhile, Dai Tamo prepared the site map without conducting field visits. It was on his recommendation, LPC was approved initially and also the area of plot situated falls under the jurisdiction of other SK.
“Biman Phukan was arrested for actively participating in the entire crime with the accused,” he said.
Tiwari informed that during the preliminary enquiry it was also found that the sign in the LPC, note-sheet and land sketch map of Tai Robin was forged by someone, for which the investigation is on.
“Ongoing through the file noting of the case, we have also observed several discrepancies and a detailed investigation is in process,” he added.
SIC (Vig) PS Itanagar Case no 20/2020 u/s 468,420,471,120(B) of the IPC 1860, r/w Sec 13(2) of the PC Act 1988, dated 18/08/2020 has been filed.
