NAMSAI, Jan 29: Keeping in tune with the recent decision of the state government to conduct regional pre-budget consultative meetings to incorporate region-specific proposals/priorities in the forthcoming annual state budget, Deputy Chief Minister Chowna Mein today chaired the first meeting here at DC’s office.
Terming the budget speech as ‘Vision Document’ for the overall development of the state, Mein urged the Deputy Commissioners to prepare and present their 1 and 3 year plans. While stating that the state’s Finance & Planning department has managed well despite the pandemic, he informed that the backlog of Rs 1900 crore liabilities has been cleared. “We have also taken a bold decision to upgrade the District Hospitals and build robust health infrastructure worth Rs 400 crores,” he said, adding that although the last budget announcement for the current financial year has not been fully implemented, major developmental works have been continued and disbursal of salaries of state government employees have been made on time. Urging the members present to emphasize on livelihood and income generating activities like agriculture and allied sectors, food processing, tourism, etc., the DCM urged them to prioritise tapping of natural resources like mines and minerals, hydropower etc. to make Arunachal Pradesh self-reliant. Chief Secretary Naresh Kumar emphasized on the need to concentrate on social sectors like health, education, roads, agri-horti, tourism etc. and informed that all proposals placed in the meeting would be incorporated in the 2021-22 state budget document. Commissioner (Planning) Prashant Lokhande while underscoring the need for giving more thrust on income generating activities said that although all the proposals may not be incorporated in one single year, some of them will be taken up in phase-wise manner over the next three years.
Deputy Commissioners of eight eastern districts namely Longding, Tirap, Changlang, Namsai, Lohit, Anjaw, Lower Dibang Valley and Dibang Valley districts presented their priorities/proposals during the day-long meeting. Ministers Kamlung Mossang and Honchun Ngandam, Deputy Speaker Tesam Pongte, Advisers Gabriel D Wangsu, Laisam Simai, Phusum Khimhum, Wanglam Sawin, Tanpho Wangnam, Dasangla Pul and Jummum Ete Deori, Chairman APEDA Mopi Mihu and MLAs Chau Zingnu Namchoom, Mutchu Mithi and Somlung Mossang presented their views and suggestions. Among others, Secretary to GoAP A K Singh, Adviser, Planning Amitabh Kundu and District Planning Officers were present in the meeting.
The next rounds of pre-budget consultative meetings are scheduled to be held in Pasighat, Itanagar and Bomdila. DCM Media Cell
