Itanagar, Jun 25: A pre-budget consultative meeting on the scope of Annual State Budget 2019-20 was held today attended by Chief Minister Pema Khandu, Deputy Chief Minister cum Finance Minister Chowna Mein along with Home Minister Bamang Felix and various Community Based Organizations (CBOs).
Representatives of Arunachal Pradesh Women’s Welfare Society (APWWS) also attended the meeting, the first in the series of pre-budget consultative meetings to follow. Expressing gratitude to the CBOs and women representatives, Khandu said that it is encouraging to notice the change in the mindset of the community leaders as suggestions have now taken a pan-Arunachal character besides concerning the respective communities. He stressed on the significance of the roles that can be played by CBOs in an extremely dynamic and multi-polar society like Arunachal Pradesh not only in successfully implementing the welfare schemes but also in maintaining law and order. CM assured the representatives that their suggestions will be minutely studied and accommodated in the budget as far as possible.
Chowna Mein while terming the budget preparation a ‘big exercise’ also appreciated the CBOs for their interest in helping the government in this regard. He informed that this year’s budget would focus on road communication, education, health and agri-horti sectors. Home Minister Bamang Felix on the other hand, sought assistance and cooperation from CBOs in containing law and order situation. “Police can maintain law and order but CBOs can contain law and order,” he said while informing the members about Humara Arunachal Abhiyan, to be launched soon by state Home department to create awareness amongst the masses to maintain law and order and contain criminal activities. “We will focus more on community policing as our government believes that unless community members are involved, maintaining law and order in an ethnically diverse society like ours is nearly impossible,” Felix added.
While the APWWS called for establishment of State Child Rights Commission, juvenile homes, maternity and child care units and institutes for special children, the CBOs highlighted the need for de-addiction and rehabilitation centers across the state.
There was unanimity in giving special attention to the education sector, especially in transfer and posting of teachers. Other issues that were focused and budgetary help sought were health, roads (particularly completion of several portions of TAH), development of Itanagar as a model city, need for burial/cremation grounds, anti-insurgency operations, multipurpose cultural halls, infrastructure boost in border areas and newly created districts, timely distribution of school textbooks etc.
