ITANAGAR, Feb 21: The All Arunachal Pradesh Students’ Union (AAPSU) finally broke its silence on Thursday over the issue of PRC and contended that granting PRC to few Non-APSTs populace settled in Lekang will in no way bring any harm to the indigenous populace in the state.
AAPSU was responding to allegations of various organizations, societies and few of its federal units of being voiceless and "compromised" on the PRC issue for self-benefit.
According to AAPSU, who is also a member of JHPC committee whose recommendation is going to be tabled in the ensuing assembly, PRC will be issued only to those for educational purpose and having a PRC will not grant them rights at par with APSTs.
Using PRC as supporting documents, the beneficiaries or their descendants, however, can apply for unemployment certificates from their respective issuing authority to apply for jobs and for purpose of admission to educational institutions in state or outside where such certificates are insisted upon by school authority.
Regarding granting PRC to Assam Rifles ex-servicemen settled in Vijoyanagar, Changlang, AAPSU reiterated its stand that such privileges cannot be extended to temporary settlers or non-indigenous living in lease agreement at any cost as PRC is not a bounty to be distributed.
Clarifying the doubts and misconceptions along with the union’s silence over the controversial PRC issue in a press conference, AAPSU, President, Hawa Bagang stated that they considered the recommendation of granting of PRC to Non APSTs populace after verifying the full facts, studying history, interacting with claimants and visiting the spot and following past JHPC committee reports.
To ensure indigenous populace is not diluted, Bagang said that they have asked JHPC to incorporate certain stringent pre-conditions in its report that possessing a PRC will not confer any benefit or right to Non APSTs at par with indigenous populace nor they can claim APST status at any point of time in the future.
On other conditions recommended by AAPSU, he informed that the notified land of both APST and non APSTs should be properly demarcated with a boundary with a police check post to look after it. They will also have no right to purchase land or claim property anywhere in the state, no job quota in recruitment nor can they avail ration card or LPG card privileges etc.
It was also suggested that the Non-APSTs possessing PRC have to apply for ILP to enter into the areas inhabited by APST, and PRC will be only issued to that genuine Non-APST who settled there before the reorganization of State Act was passed.
Asserting that maximum of suggested points is incorporated by JHPC in its report, Bagang also clarified that PRC will not be given to recent settlers but to those only who have been residing in the circle during un-divided Assam and on the basis of their family tree and genealogy recorded by the state government.
Stating that AAPSU does not condone the on-going protest over PRC issue by its federal units, Bagang however said that the apex body is unhappy with the way they went ahead with the undemocratic mode of protest like bandhs without knowing the ground realities.
According to Bagang, the executive members of the student bodies now protesting against granting of PRC are among those who during the seventh meeting of JHPC supported the AAPSU views but backtracked from its stand later, for reasons best known to them.
"This hullaballoo is nothing but dramatics by few who cares less about the state’s progress and its people but to politicize the matter which could take a sensitive issue stuck from decades to its conclusion," he alleged.
Bagang hinted that JHPC recommendation is meant for correcting a huge blunder committed during the partition by Britishers.
Summing up, General Secretary AAPSU, Tobom Dai said "It appears that few were forming own opinions on PRC without examining the real facts.”
Dai was referring to accusations of violating Section 2 and 4 of BEFR, Act. He clarified that may be they have failed to fully understand the Act that ILP provision/regulations can be modified or limit the notification to parts and groups by state government depending on educational and social backwardness.
As far as issuance of PRC is concerned, he said that the PRC would be applicable in selected districts and such certificates would not be issued without proper verification of the applicant's claim.
He assured that AAPSU is fully committed to protecting the identity and rights of indigenous people and urged the organization to refrain from misguiding people with the misinformation campaign.
