ITANAGAR, Sep 11: All Arunachal Pradesh Students Union (AAPSU) has rejected the draft provided by the Secretary Social Justice Empowerment & Tribal Affairs in relation to the Non-APST offspring issue and served two weeks ultimatum for correction.
Speaking to reporters at Press club today, President AAPSU Hawa Bagang claimed that the proposed draft has nothing for the protection of indigenous people; it instead is giving rights for PRC, ST certificates to the offspring of the Non-APST.
AAPSU rejects the draft prepared by the Committee and has served a two week time frame to correct it, stated the President.
As per the Joint Consultative Committee Draft on APST Mother and non APST Father, the APST Certificate to such applicants may be processed on the recommendation of the circle level committee (CLC) which will assess the way of life lead by the applicant progeny having APST mother and non APST father and acceptance of the concern Scheduled Tribe community. This CLC shall consist of a) Circle Officer of the concerned circle. b) Representative of a CBO dominant in that area who is chosen for this purpose in the circle by the President/ Secretary of the parent CBO of that tribe. c) Members of village authority. The Circle Level Committee (CLC)will be notified by Deputy Commissioner of the district for all the circles falling in his/her jurisdiction, informed Bagang.
There should be clear- cut draft that, Non-APST offspring will not be granted ST/PRC under any circumstance. Moreover, AAPSU will also constitute a committee on the said draft with intellectuals , society leaders, bureaucrats, law experts as its team on the issue, added Bagang.
