ITANAGAR, Oct 31: Third Joint High Power Committee (JHPC) on Permanent Residence Certificate (PRC) to Non-APST was held here at the State Guest House today. Chairman, JHPC cum Minister Forest and Environment Nabam Rebia, Member of Parliament Ninong Ering, President AAPSU Hawa Bagang, Deputy Commissioners, members of students union and representatives of affected people attended the meeting.
Speaking to media, Chairman –JHPC Nabam Rebia informed that no decision has been taken yet, as the issue is significant and it would require many more meetings before submission of a final report to the state government.
‘As of now we are taking the opinions of various stakeholders and affected people on the issue of granting PRC to Non-APST who have been residing in Arunachal Pradesh since many decades,’ he said while adding that JHPC has to submit a comprehensive report and to do so the team is visiting affected districts and places like Tezu, Vijaynagar, Changlang and others.
MP Ninong Ering opined that the 3rd JHPC meeting is not about granting Citizenship but about issuance of PRC to Non-APST of Arunachal Pradesh. “The representatives of Non-APST claim that due to absence of PRC, they are deprived of various government schemes including jobs. So few members in the committee have placed their views for Temporary Residence Certificate (TRC), however it is only a discussion and more needs to be addressed for an outcome,” Ering said.
While expressing strong exception over sharing rights with Non-APSTs, President, All Arunachal Pradesh Students Union, Hawa Bagang stressed on proper legislation to tackle such a scenario. “A law that will define the rights of APST and Non-APST; we have no personal grudge with other communities but we cannot share our rights with others,” he said.
Hawa also urged all political parties and community based organizations to participate in such significant meetings and share their views for a comprehensive result.
