ITANAGAR, Sep 6: The two-day Orientation Programme for the Members of the Seventh Arunachal Pradesh Legislative Assembly concluded here on Friday with the Deputy Chief Minister Chowna Mein attending the valedictory ceremony.
Mein while underscoring the enormous importance of legislature in parliamentary democracy remarked that it is his earnest desire to see Arunachal Pradesh Legislative Assembly becoming a model one among all Legislative Assemblies in the country. He exhorted the MLAs for effective participation in the law and budget making processes and contribute towards enhancement of prestige of the State Legislature. Sharing his vast experience as a Member of the Legislative Assembly, Mein said, “As we represent more than 13 lakhs people, we have great responsibilities in fulfilling their aspirations and must be careful in speeches and actions as it is
being watched all over the state and should contribute towards elevating the image of the Legislature.” He reminded that being a part of the law-making body of the state, it is the cardinal responsibility of the MLAs to remain aware of the roles & responsibilities and all processes related to the legislative, budgetary, parliamentary convention and etiquette aspects.
While speaking about time factor, the DCM said that since the sittings of the house are convened for a limited time in a year to discuss important issues and pass necessary bills, it is essential that MLAs do not waste the precious time with unnecessary shoutings and disruptions. He urged all legislators, including the newly elected and the three female legislators to actively take part in debates and give ideas and suggestions to make the law making process meaningful. He further appealed the MLAs to overcome their political differences and prioritise issues which concern the state most such as menace of drug abuse and others. Highlighting the penetrative power of social media, Mein advised the young legislators to make their best use.
DCM assured the Speaker that funds for development of e-Vidhan will be placed soon in Assembly for undertaking digitalization works for getting transformed into a paperless mode. Among others, Speaker P.D. Sona, Deputy Speaker Tesam Pongte, MLA Tali Jikke Tako and Secretary Legislative Assembly M. Lasa also spoke on the occasion.
The two-day orientation programme was organised by the Bureau of Parliamentary Studies & Training, Lok Sabha, Ministry of Parliamentary Affairs and Arunachal Pradesh Legislative Assembly which covered various topics of Assembly functioning as well as the National e-Vidhan Application (NeVA).
