ITANAGAR, May 4:  After coming into effect of the central classification of states into the three zones of red, orange and green, state government on Monday also came up with a set of relaxed norms for the citizens to be enjoyed during lockdown 3.0.
“All private vehicles will be allowed to ply within the districts and cases of extreme urgency such medical purposes will be permitted to make interstate movement with prior permission,” Chief Secretary Naresh Kumar told reporters on Monday. 
Some additional services that were previously restricted will now be allowed to resume such as barber shops and salons. While there has been a considerable reprieve in terms of vehicular movement, to discourage  large public gatherings-- cinema halls, malls, gymnasiums, sports complexes including educational institutions, hospitality services, bars, auditoriums etc. have been classified under the prohibited list and will thus continue to remain closed.
Clarifying doubts about the prohibited and permitted activities till May 17, Kumar stated that unlike the previous two legs of the lockdown, the country is now divided into red, orange, and green zones based on state-wide concentration of Covid-19 cases. He said that these latest exemptions have been adopted in the cabinet meeting held today following the latest MHA guidelines and after Arunachal Pradesh got categorized as a green zone. 
“Community Health Centres (CHCs) and Public Health Centres (PHCs) including private medical clinics shall be permitted to open and small-scale industries, tea gardens, construction and agricultural activities will be also allowed with social distancing norms and other safety precautions, provided labourers are not hired from outside the state,” CS detailed.  
Requesting everyone to cooperate with the new guidelines, he said that considerable exemptions have been adopted to balance health and safety as well as the state’s economic needs. “Restrictions imposed on certain activities would not be lifted anytime soon to ensure that the gains so far have been achieved in the fight against Covid-19 are not squandered away,” Kumar pointed out.
“We all have now a collective responsibility to maintain Arunachal Pradesh's status as a ‘Covid-19 free state’. Therefore, I request everyone to maintain social distancing and follow all government guidelines,” CS appealed.
The other highlights of the directives are- curfew from 7 pm to 5 am, persons above 65 years & less than 10 years, those with co-morbidities and pregnant women to stay at home except for medical check-up, fine of Rs 500 for spitting in public places, closure of weekly markets, prohibition on sale of pan , guthka or any other form of chewing tobacco. E-commerce  will be allowed but labour from outside the state will not be permitted.
Wearing of face cover to remain  compulsory while venturing in public places. All government, private employees to mandatorily download Aarogya Setu App and  all citizens has also been encouraged to download it, especially the returnees and those visiting any health facility.
