ITANAGAR, Jan 13: A one day legal literacy training programme for gaon burahs and buris of the state was organised on Saturday at Itanagar. The training programme as sponsored by the Department of Justice, Government of India under the project: Access to justice in North East, J&K Initiative seeks to enhance legal knowledge and capacity building of the institution of gaon burahs—the village authority in the dispensation of justice.
Member Secretary, State Legal Services Authority, Budi Habung, in his key note and inaugural address spoke on the objectives of holding the training as the gaon buras and buris are primarily responsible for administration of justice to the people at large. He also spoke on the issues of administration of justice under the Assam Frontier Administration of Justice Regulation 1945.
Secretary Personal & AR, Azimul Haque who attended as chief guest while complementing the gaon burahs and buris as the agents of the government requested them to do their duties sincerely, while recalling his posting at Andamans where there is captainship system and his association with the legal services during his stint in Delhi.
Prof Jumyir Basar of RGU spoke on the significance of traditional justice delivery system in tribal society. She said that traditional system of justice through gaon burah has more benefits like social integration of offenders/culprits; peaceful resolution of conflicts through mediation. Senior Additional Advocate General, Kardak Ete, while speaking on historical background of AFR and its relevancy in the present context reiterated his views that in the interest of tribal society, traditional law should be conserved and that gaon burah should know their powers.
Later, Marto Kato, Secretary of the local high court bar association in his session spoke on implication of separation of judiciary from executive and delved into the stages of development of judiciary in the state and its implication in the administration of justice. He further informed that the High Court has directed to amend the 1945 Regulation.
Sr Advocate Muk Pertin speaking on the topic—functioning of current tribal justice system etc highlighted the important functions undertaken by them in justice delivery under the Regulations and called upon them to discharge their duties sincerely. Dani Belo spoke on topic—Repeal Amend of AFR-way forward, informed about pending amendment to the Regulation under consideration of the Government. Later on the representatives of the Gaon Burahs spoke on the issues pertaining to the organisation and sought the assistance of all concerned.
