Lazu, Dec 10: Tirap District Administration under the chairmanship of Additional Deputy Commissioner Jalash Pertin conducted a meeting here at the Circuit House to discuss issues relating to the way forward in discouraging opium poppy cultivation in Lazu Administrative Circle on December 7 last.
It was attended by HoDs, representative of NERCORMP, CSC agents, chiefs, Gaon Buras, public & church leaders and citizens from all villages of the Circle. Superintendent (Tax & Excise) Khonsa, Monica Lowang delivered the key address which was followed by HoDs highlighting the PM/CM Flagship programmes and encouraged the people of the Circle to avail these beneficial schemes as alternative means to replace opium poppy cultivation. DSP Khewang Khetey highlighted the legal aspects of NDPS Act 1985, reminding that cultivating, consuming and selling of the said contraband item is an offence under the Act which has the provisions of arrest with 5 years of imprisonment or fine of Rs one lakh and urged the gathering to shun poppy cultivation and avail the above schemes as alternative livelihoods. Public leaders lamented the absence of independent EAC/CO in the Circle since last many years for which people are facing difficulties and getting deprived of any development. They further said they are fully aware of poppy cultivation being illegal but has to continue in absence of alternative means and the alternative schemes are not sustainable. ADC while appealing the people to change their mindset, exhorted them to shun kaani poppy cultivation and adopt alternative cash crops like cardamom, orange, kiwi, walnut, stevie and vanilla and assured of providing necessary fund in this regard and initiate necessary action for posting of EAC/Circle Officer and staff against Lazu Administrative headquarter. Later, he administered a pledge to the gathering to adopt alternative means of cultivation replacing the existing poppy cultivation.
ADC further asked the villagers to come up with innovative ways and proposals to replace existing kaani poppy cultivation for which HoDs of the line departments will prepare schemes as per need/choice of the farming community of the villages. DIPRO
