Itanagar, Feb 1: Chief Secretary Naresh Kumar today expressed discontentment over the progress status of the ANKY in agriculture sector and ANBY in horticulture sector because of the delays of the Banking institutions to sanction and disburse the loans to the beneficiaries especially in view of the fact that Government of Arunachal Pradesh has already released front end subsidy to Banks.
The chief secretary said this while chairing a review meeting on Atma Nirbhar Krishi Yojana (ANKY) and Atma Nirbhar Bagwani Yojana at the Civil Secretariat, today.
As per the latest reports, Bank loans sanctioned under the ANBY is 1090 as against 3598 applicants (Individual Type), and 161 as against 345 (Self Help Groups). Similarly, the sanctioned loan status under ANKY is 408 as against 2182 applications received by the SBI.
It is noteworthy to mention that the ANKY and ANBY are two credit-linked schemes of Government of Arunachal Pradesh launched by Chief Minister Pema Khandu on 3rd September 2021 with government subsidy, bank credit, and beneficiary contribution in the ratio of 45:45:10 in the State to boost the agriculture and horticulture sectors and ensure doubling of farmer’s income.
Kumar said that the procedural delays on the part of the partners Banks would lead to lack of motivation in the Self Help Groups, individual farmers, and the Farmers Producer Organisation who have applied for financial assistance under the schemes.
Emphasising on the importance of their prompt action especially in the ANKY and ANBY schemes, he said that we cannot afford further delays as the schemes are season based.
The Chief Secretary categorically stated that the partner Banks should disbursed all the sanctioned amounts by Saturday i.e., 5th February.
Further, he asked them to expedite their procedures for the other pending applicants and be finished within 15 days.
The meeting was also attended by Agriculture Production Commissioner Rajeev Verma, Director Horticulture K. Ado, Regional Manager SBI D.K. Mahato, senior officers of APEX Bank, Arunachal Pradesh Regional Rural Bank and others.
