ITANAGAR, Aug 25: The Arunachal Pradesh Physical Education Association (APPEA) has placed a set of demands to the state government which comprise creation of District Sports Officer (DSO) and Physical Education Teacher (PET), introduction of Physical Education as a subject in school and college curricula and reframing of Recruitment Rules (RR) in the Department of Youth & Sports Affairs.
In a press conference today, General Secretary-APPEA Thomas Ering claimed that no advertisement was issued for recruitment of Sports Officers due to the faulty recruitment rules that have existed since establishment of the Sports Department. “We would like to request the state government to direct the department to frame appropriate Recruitment Rules (RR) and create more DSO posts to ensure that the efforts of hundreds of students pursuing M.Phil, Ph.D and Bachelor Degrees in Physical Education or have them obtained by now do not go in vain,” the he appealed. He also asked the state government to immediately issue advertisement for the remaining 30 sanctioned posts of PET currently pending with the Department of Education for approval for recruitment through APSSB/APSSCE.
Ering further urged the state government to stop engaging government employees not having requisite sports qualifications and experience in the role of District Sports Officers (DSOs). Justifying his demands, he reasoned that according to the New Education Policy (NEP) of the Central government, PE teachers have been entrusted with the new responsibility of not only as a tutor, but also as a mentor to improve the social and physical skills of students. “The NEP reintroduces Physical Education as one of the core subjects in both school and higher secondary levels and has been acknowledged as a step for skill and human resource development,” he added, appealing the state government to set Sports and Physical Education as minimum qualification subjects for competing for the post of Youth Officer (YO) in the Department of Youth Affairs.Apart from these, APPEA has requested the state government to give relaxation in upper age limit for Physical Education degree holders up to 38 years for applying in any examination. “Many candidates holding PE degrees have either exceeded the upper age limit or will be ineligible to appear in any examination due to absence of job advertisements since the last many years that fit their degrees,” Ering stated.

Creation of the posts of Assistant Director, Deputy Director, Director, Physical Education Instructor in colleges and university, discouragement of political/backdoor appointment of Sports Officers/Youth Development Officers etc. are among the other demands made by APPEA.
