ITANAGAR, Dec 27: State Institute of Rural Development and Panchayati Raj (SIRD&PR) has started its Fifth and final batch of its 5-day State Level Training of Trainers (ToT) on PR System in Arunachal Pradesh through “Spice Model” for devolution of powers to the PRIs in Arunachal Pradesh for the certified Master Resource Persons (MRPs) by NIRDPR & SIRDPR and other Master Trainers comprises of District Level Officers & Officials from Upper Subansiri, Kamle, Lower Subansiri and Kra- Daadi Districts from December 27-31. 
In his address to the participants, Habung Lampung, Director, SIRD&PR suggested that for achieving any target set by the government, the government servants need to change their mindset and keep updating themselves on latest guidelines / rules etc. He further asked the participant to fully understand the concept of Spice Model as it has to be imparted at the District and Block level. He also suggested that there should be proper records of certified Master Trainers even if one gets some other job so, that their knowledge can be utilized continuously.
37 officials from Department of Rural Development and Panchayati Raj are attending the State Level ToT Training programme.
