ITANAGAR, Dec 29: The state government under the leadership of Pema Khandu has referred the infamous Public Distribution System (PDS) scam in Arunachal Pradesh to the Central Bureau of Investigation for free, fair and independent probe.
Addressing media persons at Press Club today, General Secretary- State BJP, Jarpum Gamlin informed that the bold step has been taken
to further the state government policy of “zero tolerance” towards corruption and for maintaining transparency.
‘The PDS scam from 2001 – 2004 case is being monitored by the Hon’ble Court and many have been already charge sheeted. During 2004 -2007 period, there was massive corruption in PDS which has drained the scarce development fund of the state. The state government therefore has decided to refer this particular periods scam to CBI so that the culprits are taken to task for looting the state and its people,’ added Gamlin.
‘Now that the case is being handed over to the CBI, the mystery surrounding PDS scam involving misappropriation of enormous public money will not haunt the people of the state anymore,’ Gamlin said and exuded hope that the CBI will thoroughly investigate and book the culprits who have been holding the state and its people to ransom.
When asked what the party’s action would be if the CBI investigation digs out names of incumbent BJP leaders in connection with the case, Gamlin stated that it is for the CBI to dig out the truth and the party welcomes free and fair investigation irrespective of individuals or party.
‘This is just the beginning of the BJP government’s war against corruption menace which is an adversary to the development of the state,’ he added.
He also briefed the media on the year end achievement of the state government under BJP rule.
‘We are on the process for New Arunachal Mission 2022 that will give a concrete road map and its implementation in a time bound manner. This is in sync with the Prime Minister’s vision for a New India by 2022 when development will take the shape of a mass movement and not remain confined to elites or governments,’ he said.

In our crusade against corruption, red-tapism and nepotism, we have handed over the recruitment of all Group B post to the Arunachal Pradesh Public Service Commission for free and fair recruitment process. All the irregular appointments made of officiating and functional basis and also out of turn appointments were cancelled forthwith and the lower level functionaries were reverted back to their original substantive posts from which they were illegally promoted/appointed on officiating or functional basis, informed Gamlin.
Briefing more on the welfare initiative taken by the year old BJP government, he said the government made two Administrative Divisions (East and West) headed by Divisional Commissioners functional. The State government delegated administrative and financial powers to these divisional commissioners to function independently.
Around 5000 Posts have been created so far in various Departments. Arunachal Pradesh Public Service Act 2016 to provide timely delivery of notified services to general public within the stipulated time period has been notified. Rules have been framed under the said Act and has been passed by the state cabinet. The Act has penal provisions to penalise the erring officers who do not provide the service delivery in the given stipulated time, stated Gamlin.
Earlier, while appreciating the district magistrate for strictly dealing with the Abotani Clan Organisation’s (ATCO) proposed 12 hours capital bandh on Friday, Vice President State BJP unit, Tame Phassang opined that in order to press for their demands, the organization could have opted for other means of agitation.
