NAMSAI, Dec 8: Chief Minister Pema Khandu speaking on PRC to non APST community residing permanently in Namsai district, said the issue cannot be kept pending for long and brushed aside. ‘It is our responsibility that the issue of PRC be solved once and for all else it has the potential to disturb the peace and harmony in the area,’ he said.
Speaking at the Poi Pee Mau festival today, Khandu said the interests of the indigenous tribal population will be taken care and cut off dates will be set to qualify for PRC. Chief Minister said the commission setup under Forest Minister Nabam Rebia to study the PRC issue has the report ready, which has been prepared taking into account the ground realities with inputs from indigenous tribal population and non APST residents. He announced to issue PRC to genuine non APST residents by January next. 
Meanwhile, reacting to the state government’s statement to grant Permanent Residence Certificate (PRC) to the Non-APST residing in Lekang and Bordumsa, Arunachal Pradesh Abotani Community Confederation (APACC) expressed its strong resentment and condemned the statement.
Addressing reporters at Press club today, Chairman APACC Taba Taku stated that it is very disheartening that Deputy Chief Minister Chowna Mein has already given assurance to grant PRC to the people of Lekang in January next. “We are not against anyone issuing PRC to genuine people but when the matter is already under Joint High Power Committee (JHPC) led by Minister for Forest and Environment Nabam Rebia how can he decide the fate of the whole state.”  
He also criticised the government for assuring PRC without framing any rules and regulation. Arunachal Pradesh is protected under Eastern Bengal Frontier Act and if government issues PRC to non-APST superseding the laid down rules then the consequence will not be positive in future, stated the Chairman while adding that the Inner Line Permit would be another mockery in the state.
Meanwhile, APACC has urged the state government to withdraw its statement till the proper rule for PRC would be framed.

Further, All Papum Pare District Students Union (APPDSU) has strongly condemned the statement given by Deputy Chief Minister Chowna Mein assuring Non-APSTs residing in Arunachal Pradesh to confer Permanent Residence Certificate.
While demanding the DCM to withdraw his statement, the union claimed that such loose statement made by a person in a responsible position in the state government is condemnable and such irresponsible statement can create chaos and confusion in the state.
