New delhi, Nov 24: Governor of Arunachal Pradesh Brig. (Dr.) B.D. Mishra (Retd.) today while participating in the final day of the two-day Conference of the Governors here at the national capital highlighted the challenges faced by the state and its inherent potential that can be tapped for ushering progress.
In presence of President Ram Nath Kovind, Vice President M. Venkaiah Naidu, Prime Minister Narendra Modi and Union Minister for Home Affairs, Amit Shah, Governor highlighted the state’s poor communication facilities in terms of roadways/i-ways/airways, slow development of hydro-power projects, lack of forward and backward linkages in agriculture, horticulture & allied sectors, inadequate tourism infrastructure, poor banking facilities in rural areas and drug menace. While seeking central government’s assistance, he called for concerted effort in dealing with these challenges. Continuing with his deliberation, Governor said that the state government has brought systematic, structural and transformational changes in all spheres of governance with several innovative policies for ensuring transparency, increasing overall efficiency and removing bottlenecks in functioning of government departments. He further informed that in its strive towards good governance, state government has made the Lok Ayukta functional and also commenced development of infrastructural provision for Lokayukta, State Human Rights Commission, Arunachal Pradesh State Commission for Women and Information Commission etc. He also elaborated on the initiatives such as ‘Hamara Arunachal Abhiyan’ Sarkar Apke Dwar camps, Mukhya Mantri Rogi Kalyan Kosh, Chief Minister's Samast Shiksha Yojana, Chief Minister's Adarsh Pathshala, Chief Minister's Sashakt Kisan Yojana, District Innovation and Challenge Fund, Deen Dayal Upadhyaya Swavalamban Yojana etc.
Stating that communication in all configurations, be it road or air or digital is the biggest bottleneck in Arunachal, Governor said that to promote inclusiveness in society and sustainable industrialisation, state government has initiated the ‘Chief Minister Comprehensive State Road
Plan 2019-2024’ and has been successful in acquiring land and handing over the same to Airports Authority of India for construction of Hollongi Airport in Itanagar. Highlighting on agriculture and allied sectors, he informed that the state is investing heavily in these sectors to help double farmers’ income by 2022 and to take up ‘Cluster based’ production of various horticultural crops for boosting horticultural production, approximately Rs. 100 crore is being invested this year. To tap the state’s enormous tourism potential Governor reiterated that special financial assistance under Tourism Sector for North-Eastern States as well as Tourism Promotional Guidance from GoI will be necessary to tap the full potential. Need of the state to have its own Cadre of Central Services Officers was once more underscored by the Governor.
Urges Javadekar to undertake special projects for state’s wildlife protection
Meanwhile, meeting the Union Minister for Environment, Forest and Climate Change Prakash Javadekar on the sidelines of the conference today, Governor took up issues related to forests in Arunachal Pradesh for discussion.
He briefed the Minister regarding the urgency of restoration of Miao-Vijoynagar Road and its handing over to BRO for maintenance. In this context, Governor raised the need for reviewing the existing process of environmental impact assessment for important projects, particularly roads which often get delayed due to guidelines for environmental protection and conservation goals. He impressed upon the Minister the need of preserving the treasured gifts of flora and fauna in Arunachal and at the same time assist in the process of development. While informing that the state has a forest cover of about 82% of total geographical area which is second only to Madhya Pradesh along with 13 Wildlife Sanctuaries and National Parks including Namdapha National Park & Tiger Projects, Governor also requested the Union Minister for undertaking special projects for wildlife protection.
On Governor’s request for assigning a team of wildlife preservation trainers to train the state’s wildlife protection personnel, the Minister agreed on the proposal. PRO Raj Bhavan
