ITANAGAR, Dec 3: Governor of Arunachal Pradesh BD Mishra along with First Lady Neelam Misra attended the celebration of the International Day of Persons with Disabilities at Donyi Polo Mission School for Hearing and Visually Impaired (DPMSHVI), Chimpu today. DPMSHVI, Chimpu, established on October 15, 1990 has 106 students, including 15 visually impaired today. 97 hearing impaired have passed Class X from the institute till date, many of whom are engaged in government establishments.
The Governor felicitated the differently abled persons on the occasion and also gave away prizes to winners of the essay writing competition, conducted by the Department of Social Justice, Empowerment and Tribal Affairs, Government of Arunachal Pradesh. He also felicitated Dr. K. Zaman, medical practitioner of Ramakrishna Mission Hospital, Itanagar for his contribution towards DPMSHVI, Chimpu, since its inception.
Speaking on the occasion, the Governor exhorted the people with disabilities to take it in their limitation and develop their personality. He advised them to make friends and mix with positive people.
Citing Ashtavakra, the revered Vedic sage, who was born with eight physical handicaps, Poet Surdas, who was blind but his poetry is sung till date and similarly Lt General Pankaj Joshi, PVSM, AVSM, VSM, a former Indian Army officer, was field disabled officer of the Indian Army to command a battalion and a brigade, an Armoured Division and Army Commander, the Governor emphasised that physically disabled persons must never lose heart but use their abilities to progress.
Complimenting former Chief Minister Gegong Apang for his contribution in establishing DPMSHIV, Chimpu, the Governor called upon people to change their attitude towards differently abled people. Instead of being sympathetic, they must be empathetic towards them, he added
Referring to the ‘Rights of Persons with Disabilities Bill-2016’ passed by Parliament, the Governor suggested that new schemes, amenities and reservations for the differently abled people must be regularly brought in.  
The Governor advised the officials of Department of Social Justice, Empowerment and Tribal Affairs, to provide computer software, which will help the visually impaired children.
Immensely impressed by the crafts made by the students, the Governor suggested instituting a display place in the State Government emporiums in the metros for its promotion.
