ITANAGAR, Jun 8:Armed with RTI documents, the Papum Pare district students union on Thursday has alleged that no free textbooks were distributed to schools in the academic session of 2016 -2017 as prescribed in the RTE Act and no provision of funds were made by the concern department for procurement of NCERT/CBSE textbooks for the session 2017 - 2018 also.

Expressing shock over the development, the APPDSU said that as per the prevailing education system in the state, the Education Department procures text books every year for free distribution to ST students of class I to VIII under Universalization of Education scheme 2001.

Referring to the recent announcement of Smart Class Room Project under Chief Minister’s “Adhunik Shiksha Yojana”, for which Rs 30 crore already has been sanctioned, the union questioned, “What is the use of introducing smart classrooms, replacing blackboards with digital screens, and pens replace with keyboards and mouse when the students goes to schools without books? 

Besides, lambasting the education department for poor performance of students in the recent CBSE board examination, the Union said that the poor results are because of the deliberate negligence of the Education Department and state government.

“It is interesting to note that not even single elected legislators, DCs, DDSEs, SMCs and even Education Minister and Parliamentary Secretary, Education etc did not voice anything in this regard,” said APPDSU adding that in the State Assembly Session, March last news flooded newspapers that most of the “MLAs and Ministers were debating for 7 hours long in the education related issue and problems, but surprisingly fails to address the most important part of the education on textbooks and Education Bill.

Alleging that the Education Department is infected with corruption and malpractices, the APPDSU opined that there should be immediate inquiry in the Education Department against prevalent corruption, malpractices, fund embezzlement and illegal recruiting teaching and non teaching staff violating prescribed guidelines/norms.

Further strongly condemning education department and state government for adopting discriminatory policy against the poor students of the state, the union cautioned that it will launch series of democratic movement against the government, if it fails to provide the genuine needs of the students.
