ITANAGAR, Sep 11: Alleging that developmental funds worth Rs 10 crore meant for utilisation in the 19th Nyapin Assembly Constituency has been embezzled, the Nyapin Assembly People’s Forum (NAPF) has submitted a complaint to the Chief Secretary seeking his immediate intervention.
Addressing the media persons in a press conference on Friday, NAPF Chairman Tadar Zaman alleged that the Executive Engineer of Rural Works Department, Laying Yangte allotted works worth crores to the kith and kin of the local MLA without floating tenders. Tadar claimed that the Executive Engineer has allotted works worth Rs 6.60 crore to the three firms namely M/s Hiya Enterprises, M/s Atu Enterprises and M/s Paa Enterprises without floating tenders. As per RTI documents, works have been awarded to these three firms on verbal instructions from the 19th Nyapin Constituency MLA. “Work order for maintenance of the Rural Link Road and Wire Rope Suspension Bridge (WRSB) were awarded in 2015, but administrative approval and sanction of funds came in 2019,” Tadar informed, alleging that funds were siphoned off without actual completion of works.
Demanding an immediate inquiry, NAPF Chairman disclosed that one of the proprietors of the above firms is the wife of the Executive Engineer and the other two are close aides of the local MLA. “Moreover, most of the proprietors are not even enlisted as required under the Arunachal Pradesh Contractors’ Enlistment Rule 2008 and are registered under Capital Region which is against the Arunachal Pradesh District Based Entrepreneurs and Professionals Rule,” Tadar alleged.
The Executive Engineer, proprietors and the local MLA couldn't be reached for their comments on the allegation.
