GUWAHATI, Sep 25: Former Speaker of Arunachal Pradesh Legislative Assembly TN Thongdok attended the centenary celebration of The All India Presiding Officers’ Conference held here at the Assam Legislative Assembly on Friday as Chief Guest.
Delivering his speech on ‘Independence of State Legislative Assemblies and Parliament Procedures’, the former Speaker underscored the need for making the Speaker and the Assembly Legislative Secretariat fully independent of the Executive as per Article 187 which is akin to Article 98 of the Constitution of India dealing with the Parliamentary Secretariat. While placing various suggestions in reforming the functioning of government through review and infusion of archive Rules of Procedures in Parliament and Legislative Assemblies, he emphasized on holding longer and frequent sessions and review of time limits of various business hours in order to provide more space to the legislatures. He also suggested there should be unfettered freedom of speech and voting in legislatures irrespective of affiliation of a private member except in cases of extreme contingency or instability.
Lok Sabha Speaker Om Birla in his video message conveyed good wishes to the Speaker of Assam Legislative Assembly for holding the first-ever centenary celebration. He informed that the celebration will continue till September next year to mark the 100 years of the institution of Presiding Officers and thanked Thongdok for associating himself in the celebration as Chief Guest. The conference was attended by Speaker, Assam Legislative Assembly Hitendra Nath Goswami, Deputy Speaker Aminul Haque Laskar, Minister Parliamentary Affairs Chandra Mohan Patowary, Minister Law & Justice Siddhartha Bhattacharya and various former Speakers, MLAs and Ex-Secretaries of the Assam Legislative Assembly.
