 ITANAGAR, Sep 14:Flash floods and mudslides triggered by torrential overnight rainfall on Friday morning claimed at least 3 lives while three were missing in various locations under twin capital and  damaged 47 homes, agricultural lands and washed out few arterial roads and bridges too.

The worst affected is the Modirijo area which is located in between Itanagar-Naharlagun wherein the torrent of floodwater mixed with branches, rocks, boulders carried away  3 members of a family.  More than 55 dwelling houses have also been destroyed out of which 18 destroyed completely while 37 partially.

In Donyi Polo Vidya Bhawan area, 3 people died when a powerful mudslide swept them away, beside washed away 9 dwelling houses too with nine private vehicles. The body of Mohan Das, killed in the flood at Donyi Polo area, was retrieved from Dikrong River near old NIT building in Nirjuli at around 2.30 by NDRF.

A minor, aged 3 identified as Kojum Beyong were among at least two people who died in flash flood in Papu Nallah, and a woman Yadi Regio, aged 40 years soon after her rescue from waist-high mudflows succumbed to her injuries at the nearest hospital.

In Lobi area, unexpected floodwaters rendered families of at least 4 houses roofless and 19 houses have been completely lifted off its foundation in Press colony in Papu Nallah. There were reports that some houses in the Rajiv Gandhi Government Polytechnic Institute area in Vivek Vihar, Senki View, Chandranagar had been flooded.

The search for survivors was still underway Friday evening, with many places inaccessible and rain continuing in many places.

The capital administration led by Capital Deputy Commissioner, Prince Dhawan, who is monitoring the relief operation with EAC Itanagar Hengo Basar, Capital SP M Harsha Vardhan, SDPO Itanagar Kamdam Sikom and local MLA rushed to Modirijo early morning and retrieved the bodies with the help of State Disaster Response Force (SDRF and National Disaster Response Force (NDRF) team.

Altogether five teams from NDRF and four from SDRF including capital police led by the SP were undertaking rescue operations since morning.

In addition, many low-lying areas in adjoining Banderdawa, Nirjuli etc inundated and power supply and traffic on several major roads were also disrupted as branches of trees fell on electric lines.

Meanwhile DC, Dhawan has advised motorists to avoid driving through flood waters covering road surfaces.

“Search and rescue operations are continuing to trace out three persons who went missing in Pappu Nallah,” the DC added. He called on citizens to be careful and take measures against possible “flash flooding”.

Local MLA, Techi Kaso who is supervising the rescue operation has directed the administration to arrange water, food, and medicine to people affected by floods.

The flood-affected people were shifted to two relief camps set up at Modirijo government primary school and another at Donyi Polo government primary school.

Itanagar PHED, Assistant Engineer Debra Padang informed that the water plants at Poma and Itanagar were also severely damaged and many water pipelines got damaged at various locations which may cause a crisis of drinking water supply for next two days.

Padang further informed that it will take at least a week for complete restoration of water supply and linemen and workers were dispatched at various locations for restoration works.

CM, DCM expresses grief over loss of lives

ITANAGAR, Sep 14:Chief Minister Pema Khandu expressed deep shock and sorrow over the loss of several lives at Modirijo and Donyi-polo area of Capital complex due to landslide this morning.

Conveying his heartfelt condolences to the bereaved family members that fell prey to nature’s fury, Khandu said that the State and its people are with the victims during this trying times. He announced immediate release of ex-gratia of Rs. 4 lakhs each to next of kin of the deceased and prayed for early recovery of those recuperating in hospitals.

Assuring all possible support from State Government, Khandu directed the district administration and the disaster management department to continuously monitor the situation. He directed the Chief Secretary to personally monitor the situation and shift the people from vulnerable areas to safer places. Khandu further directed the district administration to conduct proper loss assessment and submit the report to the government at the earliest.

            Reports of landslide in Potin to Pangin portion of NH-13 near Aalo-Bam-Pusi-Doke-Tirbin, Hoj-Potin and some other parts of the state has also been pouring in.

            Khandu has issued directives to all the DCs to keep strict vigil and alert during the monsoon to avoid human casualties and damages. He also gave strict instructions to ensure preparedness to tackle the catastrophe.

               Deputy Chief Minister, Chowna Mein also expressed deep shocked and sorrow over the loss of human lives and properties due to flash flood and landslides in the Twin Capital City. He expressed his sympathy and deep condolence to the bereaved family members and prayed for the eternal peace of the departed souls and also prayed for early recovery of the injured persons.

               He summoned the DC Capital, Prince Dhawan in his office in the evening to take stock of the exact situation and instructed the DC, SP Capital and Chief Secretary Incharge, Kaling Tayeng to leave no stone unturned to carry out rescue operations and to provide relief materials to the affected families. He also instructed DC Capital to rehabilitate the affected families and to vacate those residing in vulnerable places like nallahs, river banks, slide prone areas, etc to the safer places. He further appealed to the people to cooperate with the district administration in such difficult times.
